Description
The Naval Surface Warfare Center, Panama City (NSWC PC) intends to issue a contract to assemble, test, and deliver 281 Explosive Ordnance Disposal (EOD) Next Generation Underwater Breathing Apparatus (NUBA). These Next-Generation Underwater Breathing Apparatus (NUBA)s are being acquired to complete baseline evaluation at the Navy Experimental Diving Unit (NEDU) and for delivery to the fleet. The Explosive Ordnance Disposal (EOD) Group identifies the need for EOD forces to destroy and/or neutralize underwater mines. The Mk 16 is currently fulfilling this need, but is doing so at a high cost to the Government and with increasingly reduced reliability. The current system is an aged design that has not benefited from modern manufacturing techniques to reduce part counts and increase reliability. There is a need for a UBA that is more cost effective and reliable than the MK 16. Competition will be limited to the Divex Stealth EOD-M manufactured by Divex, Aberdee! n, United Kingdom and the Viper E Underwater Breathing Apparatus (UBA) and the MK 16 MOD 2 UBA both manufactured by Carleton Technologies (CT), Mississauga, Ontario. Competition will be limited for the following reasons. An Analysis of Alternatives (AoA) was conducted by the Naval Surface Warfare Center Panama City (NSWC PC) to identify systems constraints, identify all potentially suitable alternatives, coordinate with the Requirements Working Group (RWG) to define and prioritize the system requirements, assess each alternative, and rank each alternative using the prioritized list of system requirements to determine their overall performance scores. A market survey was conducted using characteristics generated by the RWG. Those characteristics were used to solicit information from industry for NUBAs. Based on the information received from industry, the RWG recommends further evaluation of three alternative NUBAs listed above. These NUBAs offer the greatest state of th! e art in electronically controlled systems and more modern design and manufacturing that allow for fewer parts and easier maintenance. The NUBAs will be delivered FOB destination to Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL, 32407-7018. NAICS Code 541990 applies. SBA size standard is 500 employees. FSC is 7035.
