Description
Description of work: Whole Neighborhood Revitalization at Fort Jackson, South Carolina requires the design and renovation of approximately 298 enlisted family quarters. The quarters consist of 10 junior enlisted (JENL) two-bedroom units, 149 Junior noncommissioned officer (JNCO) units (96 two-bedroom, 28 three-bedroom, 5 four-bedroom, and 20 five-bedroom), 139 senior noncommissioned officer (SNCO) units (92 three-bedroom, 33 four-bedroom, and 14 five-bedroom). PRICE is equal in importance to ALL TE CHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR 1-1: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: The Corporate Relevant Experience will be a GO/NO GO factor. The Offeror must show corporate experience in the last five years with renovating fam ily housing of at least 200 units and phased construction and turnover of completed units that permits occupancy of a majority of the units while the remainder are being renovated. The family housing renovation projects submitted to meet this requirement should reflect a dollar value of at least $12 million. FACTOR 1-2: OFFEROR PAST PERFORMANCE: This factor is significantly more important than Factor 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE. FACTORS 1-2, and 1-3 together are equal in importance to Factor 2-1 and Factor 2-2. FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS: This factor is equal in importance to Factor 2-2, and more important than Factors 2-3 and 2-4. FACTOR 2-2: BUILDING SYSTEMS: This factor is equal in importance to Factor 2-1, a nd more important than Factors 2-3 and 2-4. FACTOR 2-3: SUSTAINABLE DESIGN CONSIDERATIONS: This factor is equal in importance to Factor 2-4. FACTOR 2-4: MANAGEMENT EFFECTIVENESS. This factor is equal in importance to Factor 2-3. The project will be solicited and procured using a Two Step Design-Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.32. No more than five Offerors will be invited to participate in Phase Two. The Governmen t anticipates Phase One documents will be issued on or about 22 April 2005 and that Phase Two documents will be issued on or about 30 May 2005. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. Options may be included. The anticipated cost ra nge is $10,000,000 to $25,000,000. Network Analysis will be required. This solicitation will be issued in electronic format only and will be on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet .
