Description
The U.S. Air Force, Air Combat Command (ACC) is tasked with providing base operating support (BOS) for three Forward Operating Locations (FOLs) located at Eloy Alfaro IAP Manta, Ecuador; Reina Beatrix IAP Aruba, Netherlands Antilles (N.A.); and HATO IAP Curacao, N.A. The primary mission of the FOLs is to support drug surveillance missions to achieve U.S. national security objectives. This is a sources sought synopsis seeking names of potential offerors to provide all personnel, equipment, tools, materials, supervision, and other supplies and services as necessary to perform BOS in support of the U.S. Southern Command (USSOUTHCOM) counter drug missions at FOLs locations: Eloy Alfar International Airport (IAP), Manta, Ecuador; Reina Beatrix IAP, Aruba, N.A.; and Hato IPA Curacao, N.A. In addition to typical BOS activities at all sites, this contract will require fire protection, air traffic control, and dining and quarters services at Manta, Ecuador. The anticipated contract award date is 1 Oct 2006. The performance period is projected to include a 3-month phase-in period after award and a 9-month initial base period with 4-6 option periods of 1 year each. The NAICS code for this effort is anticipated to be 561210. A determination regarding the set aside status for this effort has not been made. This is not a formal Request for Proposal (RFP), and no contract will result from this synopsis, nor does it commit the Government to any acquisition for these services. This synopsis is for information and planning purposes only, and the Government will not pay for any information received. Any subsequent solicitation will be synopsized prior to its release. In an effort to streamline the information sharing process, the Government intends to post copies of current contract information, draft documents associated with the solicitation, and questions and answers relating to the acquisition on the FedBizOpps website (www.eps.gov). The acquisition will be initiated with an Industry Day conference between Government and industry representatives, tentatively scheduled for 1 Jun – 3 Jun 05 in Newport News, VA. Additional information regarding the conference, location, agenda, current contract, draft Statement of Work (SOW), draft RFP, and other pertinent information will be posted to FedBizOpps at a later date. A limit of three representatives per company is requested. ACC is conducting market research to promote full and open competition to the maximum extent possible, and to define contract requirements in performance-based terms. Attached is a Market Research questionnaire for your input.
