Description
This Request for Information (RFI) W911QX-RFI-05-0001 is issued by the U.S. Army Research Laboratory, Adelphi, MD to identify companies with a capability in Magneto Inductive Technology who can provide cost-effective research, development, analysis, and rapid prototyping of magneto-inductive initiation for man-in-the-loop remote command and control of launchers and munitions. Companies/sources that can provide a wireless remote command signaling system utilizing magneto inductive technology to provide command, control, and communication capability for firing ordnance and controlling other types of equipment through all types of terrain are encouraged to respond to this notice. This includes both surface and subsurface mediums including seawater, freshw ater, earth, stone and various structures to include metal and concrete. This effort shall be in support of U.S. Special Operations Command (USSOCOM), who intends to apply for approval of a Foreign Comparative Testing (FCT) project (https://cto.acqcenter.c om/dac/bids.nsf) to evaluate candidate items. Further, based on the results of testing, the government may procure and field up to 10,000 systems, which incorporate these component items, to meet military operational needs. Any interested sources are reque sted to provide a Capability Statement with respect to the requirements: a) qualified personnel experienced in Magneto Inductive (MI) theory and related technologies, b) DoD experience, c) demonstrated design, rapid prototyping and fabrication capabilities of MI elements at both the system level and component level, d) demonstrated ability to inspect and test MI transmitters, receivers, at the system and component level and related devices, e) MI component and system level modeling and simulation, f) in-dep th understanding of DoD technical requirements, and g) successful track record of contract performance in satisfying these requirements. For consideration, please provide your input to the below listed Contracting Officer. Information obtained as a result of this posting may be used in the development of a Statement of Objectives for a solicitation. This RFI is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges will arise as a result of submission of r esponses to this RFI and the Government's use of such information. Based on the initial submissions, the Government may request additional information/details. The Government prefers that no proprietary or confidential business data be submitted in respons e to this RFI; however, responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. It is requested that responses be brief, to the point, and no more than 10 pages long . Questions/concerns regarding this RFI and requests to be included on the solicitation mailing list, in the event a solicitation results from this posting, shall be sent, in writing, via e-mail to the Co ntracting Officer at RDECOMAC-Adelphi@arl.army.mil. Responses to this RFI are to be submitted and addressed to Mr. Lee Hess, Contracting Officer, at the above referenced email address, no later than 22 April 2005. Responses should cite the RFI number in th e subject line of the email and should include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
