- The purpose of this amendment is to address all questions as of April 12, 2005 to the solicitation PR-HQ-05-10122 and to amend the solicitation. Questions and Answers: SECTION E ? INSPECTION AND ACCEPTANCE Question 1. E.2 HIGHER-LEVEL CONTRACT QUALITY REQUIREMENT (GOVERNMENT SPECIFICATION ) (FAR 52.246-11) (FEB 1999) A. Pre-Award Documentation requires the offeror to provide a "Generic Programmatic Quality Assurance Project Plan". The requirement for this plan is not provided in Section L. Where should this plan be placed in the proposal? Is this plan part of Other Written Documentation? How will this plan be evaluated? Considering the existing page constraints we assume this plan is not included in the 75 page limit. Please clarify. Answer 1. Yes, the Generic Programmatic Quality Assurance Project Plan is part of Other Written Documentation and a part of the Responsibility Determination. This plan is not included in the 75 page limit. SECTION H - SPECIAL CONTRACT REQUIREMENTS Question 2. H.14 OPTION FOR INCREASED QUANTITY - COST TYPE CONTRACT The Base Period Level of Effort is shown as 78,485 but the following sentence states that "13 orders to increase the level of effort in multiples of 6,065 hours" totals 78,845. Please clarify. Answer 2. The Correct LOE hours should be 78,845. Please see Amendment 1 to the RFP for the correction. SECTION L ? INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS Question 3. L.21 Instruction for Preparation of Technical Proposal I. Written Proposal (2) Personnel. Are letters of commitment required if the proposed Key Personnel are current employees of the contractor? Are letters of commitment included in the 75 page limit? Answer 3. Yes, letters of commitment are required of all proposed personnel including current employees. No, the letters are not included in the 75 page limit. Question 4. (4) Small Disadvantaged Business Participation Instructions for completing this section are different from those in Section L.26 Small Disadvantaged Business Participation Program. Section M.3 Evaluation Factors for Award, Factor 6 Small Disadvantaged Business Participation Program appears to evaluate Section L.26 requirements. Please clarify the requirement for small disadvantaged business participation. Answer 4. Please use the requirements in the clause L.26 Small Disadvantaged Business Participation Program. GUIDANCE IN PREPARATION OF THE WRITTEN PROPOSAL Question 5. In item 1, Length -- reference is made to a maximum of 20 pages of charts (excluded from the page limitation) to be used in the sample work assignment segment of the oral presentation. Please clarify what is meant by the term "charts" and are these charts separate and distinct from any over heads or posters that may be used for the oral presentation? More specifically, is there any limitation for the number of posters or overheads? Answer 5. The briefing charts should be briefing materials for scenario presentations and could be in the form of charts if applicable. These briefing materials should be a part of the oral presentation. There are no limitations for the number of posters or overheads, but please keep in mind there are time restrictions. INSTRUCTION FOR COMPLETING THE TASK MATRIX SPREADSHEETS Question 6. 3. Charts, 4th dash, "The offeror shall identify location?" and the 5th dash "The offeror shall demonstrate how they will?" are not described in Section M, Evaluation Factors for Award. Are they to be included in the Other Written Documentation section? How will they be evaluated? Answer 6. Yes, they are to be included in the Other Written Documentation section and they will be a part of the Responsibility Determination. II. Oral Presentation, Question 7. I. Presentation Format states that "Any presenter not identified as key personnel will not be scored". The introduction to each scenario states "The Key Personnel and /or technical staff listed in the Offerer's Task Matrix shall make an oral presentation?.." Please confirm that only Key Personnel will make oral presentations. Answer 7. The oral presentation can be presented by both key and/or technical staff listed in the offeror's task matrix. Please see Amendment 1 to the RFP for the correction. Question 8. How soon after the proposal submission date of April 28, 2005, will oral presentations be requested? Answer 8. The oral presentations will be requested as soon as possible. Question 9. L.23 Past Performance Information (epaar 1552.215-75) (oct 2000) Paragraph (b) has a typo in the first sentence. It reads "Offerors shall submit a list of all or at all contracts and subcontracts?." Please clarify? Answer 9. The sentence should read, "...list of all contracts and subcontracts..." Please see Amendment 1 to the RFP for the correction. SECTION M ? EVALUATION FACTORS FOR AWARD Question 10. M.3 EVALUATION FACTORS FOR AWARD (EPAAR 1552.215-71) (AUG 199) Factor 1. CONTRACT MANAGEMENT ABILITY, states "The offeror will be evaluated through its oral presentation on its demonstrated ability and understanding to manage the contract." An Oral presentation of Contract Management Ability is not described in Section L, Instructions for Preparation of Technical Proposal. Section L.21 instructs the offeror to provide Contract Management Ability as part of the written proposal. Please clarify whether the offeror should submit Contract Management as part of the written proposal or an oral presentation. Answer 10. The Contract Management Ability will be evaluated through the written proposal. Please see Amendment 1 to the RFP for the correction. Question 11. M.6 EVALUATION OF STANDARD OPERATING PROCEDURES Numbers 6 and 7. ? The "...list of all technical equipment..." and the "...plan to obtain the technical equipment" are not described in Section L - Instructions for Preparation of Technical Proposal. Where are they to be placed in the proposal? Are they part of the page count Answer 11. They should be placed after d) small disadvantaged business. Yes, they will be a part of the page count. ATTACHMENT 7 ? TASK MATRIX Question 12. The task matrix lists two non-key positions for an Organic Chemist, however L.21 Instructions for Preparation of Technical Proposal, I. Written Proposal, (2) Personnel, d. Non-Key Personnel only lists one Organic Chemist. Please clarify. Answer 12. The Task Matrix should only have one line for Organic Chemist. Please see the revised Task Matrix. Question 13. TASK MATRIX 1, 3 and 4 the sums of the PWA LOE hours do not equal the total LOE hours specified for each Matrix. In TASK MATRIX 1 the sum is 25,001, in TASK MATRIX 3 the sum is 12,732 and in TASK MATRIX 4 the sum is 6,501. Please clarify the correct totals. Answer 13. The totals do not add up exactly due to rounding. The Matrices will be revised to reflect the correct totals. Please find amendment 1 to the RFP, which corrects clauses in sections H, L, and M.
