- Description
- The Bureau of Prisons is seeking a Request for Quote from sources having the ability to provide OUT-PATIENT assessment and counseling services within the downtown Pittsburgh, Pennsylvania area as defined by no further west than Commonwealth Place, no further north than Fort Duquesne Boulevard, no further east than Grant Street at the 11th Street intersection, including 11th Street, and no further south than Penn Lincoln Parkway (Interstate 376), and within two blocks of a direct local public transportation route to and from downtown Pittsburgh, PA, for the drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on August 1, 2005 with four (4) one year option periods, with service ending (if all option years are renewed) on July 31, 2010. The services required for this contract include Line Item Number 1: Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively: Base Year, Estimated Number of Inmates 55: (55) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 17 Individual units x 55 inmates = 935 total units; Group Counseling Sessions (30 minute sessions per inmate) 70 Group Units x 55 inmates = 3,850 total units. Mental Health Services: Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively: Base Year, Estimated Number of Inmates 4: (4) Mental Health Intake Assessment and Report (1 per inmate); (4) Medication Monitoring (2 units per inmate x 4 inmates = 8 units). Option Year One, Estimated Number of Inmates 58: (58) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 17 Individual units x 58 inmates = 986 total units; Group Counseling Sessions (30 minute sessions per inmate) 70 Group Units x 58 inmates = 4,060 total units. Mental Health Services: Option Year One, Estimated Number of Inmates 6: (6) Mental Health Intake Assessment and Report (1 per inmate); (6) Medication Monitoring (2 units per inmate x 6 inmates = 12 units). Option Year Two, Estimated Number of Inmates 61: (61) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 17 Individual units x 61 inmates = 1,037 units; Group Counseling Sessions (30 minute sessions per inmate) 70 Group Units x 61 inmates = 4,270 total units. Mental Health Services: Option Year Two, Estimated Number of Inmates 8: (8) Mental Health Intake Assessment and Report (1 per inmate); (8) Medication Monitoring (2 units per inmate x 8 inmates = 16 units). Option Year 3, Estimated Number of Inmates 64: (64) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 17 Individual units x 64 inmates = 1,088 units; Group Counseling Sessions (30 minute sessions per inmate) 70 Group Units x 64 inmates = 4,480 total units. Mental Health Services: Option Year Three, Estimated Number of Inmates 8: (8) Mental Health Intake Assessment and Report (1 per inmate); (8) Medication Monitoring (2 units per inmate x 8 inmates = 16 units). Option Year Four, Estimated Number of Inmates 67: (67) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 17 Individual units x 67 inmates = 1,139 units; Group Counseling Sessions (30 minute sessions per inmate) 70 Group Units x 67 inmates = 4,690 total units. Mental Health Services: Option Year Four, Estimated Number of Inmates 10: (10) Mental Health Intake Assessment and Report; (10) Medication Monitoring (2 units per inmate x 10 inmates = 20 units). The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated January 2004. The solicitation will be available on or after December 20, 2004, and will be distributed solely through the General Services Administration’s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about February 17, 2005. Faith-Based and Community-Based Organizations have the right to submit quotations equally with other organizations for contracts for which they are eligible.
