Description
An anticipated release date of this solicitation will be 28 April 2005. This RFP is to solicit a quantity of 29,502 each Charge, Burster M54A1 M110A2, NSN: 1320-01-464-2033, part number 12991152, with first article required by 27 Jan 2006. Deliver y will being in April 2006. This acquisition is being restricted to U.S. and Canada, and offerors are cautioned that the requirement must be manufactured in the U.S. or Canada, and proposals must be submitted in U.S. dollars. The TDP is classified as Dis tribution D. A copy of the TDP is available upon request from the contract specialist, Ms. Kim Crecelius, AMSFS-CCA-R. To receive a copy of the tech data, you must first be certified with the US/Canada Joint Certification Program. Please provide a copy of this certification or certification number with your request. The M54A1 Burster is a component of the M110A2 Smoke, White Phosphorous (WP) Projectile. When the M110A2 Projectile is fired out of the gun tube, the installed fuze functions on impact wher eby it detonates the M54A1 Burster, which reptures the burster case and projectile case, and disperses the (WP) filler. The WP ignites spontaneously upon contact with air and produces a dense smoke that is used for marking and signaling purposes, and can also be used to provide screening of mechanized or infantry maneuvers. The unique processes required to produce the M54A1 Burster include melt pour and radiographic inspection capability. Also contaminated wastes and the ability to receive, handle, store , inpsect, and test the item. TNT Type I Flake, NSN: 1376-00-628-333, MIL-T-243 and CYCLOTOL Type I 75/25, NSN: 1376-00-007-4872, will be Government Furnished Material (GFM) for both the basic and the option quantities. It is anticipated that this acti on will result in a best value, competitive 3-year (Base year with an option and 2 Option Years) multiple year firm fixed price contract. There will be an evaluated option (150% for year 1, and 250% for years 2 and 3) included in the award. The acquisiti on will be awarded based on the evaluation of technical/management, recent relevant past performance, price, and small business utilization plan that provides the best value to the Government; therefore, the award may be made to other than the low offeror. It is not known at this time if there will be a pre-solicitaion conference. If it is determined that one is necessary, the synopsis will be amended to reflect the time and place.
