Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army has a requirement to obtain a new and improved modular sleeping system for todays Soldier to be issued as part of the Rapid Fielding Initiative (RFI). In response to the previo us synopsis calling for comments on a draft specification there were many comments requesting a more defined specification. The Army is looking for an improved system based on commercial technology. The specification includes performance objectives, not mandatory design elements. An estimated 1,000,000 systems will be required over the next five years as long as the item remains on the RFI approved equipment list and funding is available. During the first three years it is estimated that 30,000 systems will be required per month. As part of your proposal you will submit your maximum delivery capability per month. If the contractor with the winning design is not able to supply 30,000 systems per month, additional contracts will be awarded until that obj ective is met. The winning contractor shall give the Army the right to use their specifications and drawings to obtain these additional units see paragraph 5 of the purchase description). The unsuccessful contractors will be provided with a set of these specifications (after signing a non-disclosure statement) and given an opportunity to submit a revised price and availability schedule based on them. Any additional awards will be based on low price. Indefinite delivery indefinite quantity contracts will be awarded with a period of performance of a base year with 4 one-year options. Each contractor will be guaranteed a minimum order of a one month order of their maximum delivery quantity. A pricing schedule and availability schedule, commercial purchase description, performance requirements table and other applicable documents are provided on our website. You will be required to submit as part of your proposal 10 complete modular sleeping units for evaluation. These samples may be any color. These sam ples will not be returned. Each contractor may submit a maximum of two designs. Two hard copies of the written proposal are required. This acquisition is being solicited using full and open competition. The NAICS code assigned to this acquisition is 31 4999 with a small business size standard of 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 effective 19 Jan 2005. The following clauses are applicable from the FAR  52.212.4, 52.212-5 (52.203-6 Alt 1, 52.219-8, 52.222-21, 52.222-26, 52.222-35 , 52.222-36, 52.222-37, 52.222-19, 52.223-9, 52.232-36), 52.216-18 (date of award, end of performance period), 52.216-19 (a. 1,000, b.1 monthly capability, b.2 n/a, b.3 10), 52.216-22 (one month following end of performance period). The following provisio n is applicable from DFARS  252.212-7000. The following clause is applicable from DFARS  252.212-7001 (52.203-3, 252.219-7003, 252.225-7007, 252.227-7012, 252.227-7037, 252.247-7023 Alt 1, 252.247-7024). Proposals must be submitted in accordance with the full text of 52.212-2 on the web page no later than 2:00pm MT on 25 May 2005.
