- Description
- The Government intends to award a contract for professional, technical, administrative and program management support. The support is required for the implementation of asbestos medical surveillance program (ASMP) database and the Occupational and Environmental Medicine (OEM) database. The current database software is Microsoft Professional Access and is used on PCs and network servers. The software shall be updated to allow the work to be processed quickly and efficiently in a network environment using the current technology and software. The contractor shall write a quality control program to accomplish the following: (1) Streamline the AMSP Master Database Data-Flow Process, (2) Optimize the AMSP Database Performance, (3) Maximize automation of quality control checks to eliminate data inconsistencies and decrease personnel time required for ASMP quality controls. The contractor shall provide the following services: (1) maintain databases in support of Deployment Medical Surveillance for the asbestos and other OEM programs; (2) Write programming to allow for merging of 1979-1989, 1990-1999; and (3) current (2000- present) AMSP data sets while preserving data integrity. The contractor shall provide on-site staff training and documentation for NEHC data team and OEM professional staff as needed to facilitate optimal productivity and data analysis capability from new programming. The contractor shall provide a status to the agency staff monthly. The requirement will be procured using Simplified Acquisition procedures. The FSC code is R408 and the NAICS code is 541511. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. The Request for Quote will be posted on http://www.neco.navy.mil on or about 3 June 2005.
