Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME AND THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Sergeant at Arms (SAA) wishes to significantly revise and update the existing SAA Information Security Policy for contractor personnel providing services to the Senate under contracts issued by the SAA. The Vendor, working with the SAA internal stakeholders, shall gather key reference materials, assess the organization’s needs (including tactical and strategic IT directions), compile a list of topics to cover, define policy goals, guiding principles, roles, and responsibilities; reference relevant public laws, Senate rules and precedents, relevant policies and procedures; and provide enforcement mechanisms for the new Information Security Policy. Requirements: The Vendor response to this sources sought notice must specifically address the five requirements below. 1) The Vendor must have a developed and well-tested comprehensive policy creation process model; 2) The Vendor must have a core of staff who have worked together on policy creation engagements; 3) The Vendor must have an existing set of criteria used for reviewing and evaluating existing policies and procedures; 4) The Vendor must have a writer or editor on staff; and 5) The Vendor must provide two samples of Information Security policies they have written (customer-specific information should be redacted). Failure to provide a response to requirements 1 through 5 above may result in disqualification of the Vendor from consideration. The SAA invites all qualified sources to respond to this sources sought announcement. Responses to this sources sought request are due to the POC no later than April 28, 2005 at 12:00 Noon EDT and must be submitted only electronically via e-mail to acquisitions@saa.senate.gov. Response shall not exceed fifteen (15) pages. NOTE: The two samples of Information Security policies, see requirement 5, are not included in the page limitation. The subject line of the email message should be 2005-S-050 IT Security Policy. Responses must contain: 1) General Information about your firm: a) Company Name: b) Address: c) Point of Contact: d) Telephone Number: e) E-mail address: f) DUNS Number: and g) Tax ID Number; 2) A discussion of your firm’s experience and ability to meet requirements 1 through 5 above.; and 3) Three past performance contract references which demonstrate your firm’s experience meeting requirements 1 through 5 above. Past performance references must provide: a) Name of the Customer/Company; b) Name and phone number of the primary contact with Customer/Company. c) Brief description of contract; and d) Contract value (total). Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. The information supplied in response to this sources sought notice will be used to pre-qualify Vendors that will be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in May 2005. Only pre-qualified Vendors will be permitted to submit proposals. TELEPHONE OR E-MAIL REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED. THE SENATE OR THE SAA WILL NOT BE RESPONSIBLE FOR ANY COSTS FOR THE PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.
