Description
U.S. CUSTOMS AND BORDER PROTECTION SEIZED PROPERTY PROGRAM REQUEST FOR INFORMATION (RFI) The U.S. Customs and Border Protection (CBP), Department of Homeland Security (DHS) is actively requesting information to issue a Request for Proposal to small business entities for the disposal of seized and forfeited vehicles valued at $2,500 or less on the southwest border area of the United States (Texas, Arizona, New Mexico and California). The responses will only be evaluated by government personnel for possible solutions for this requirement. You are not required to submit any information with innovative or sensitive material at this time. Destruction must take place within 10 business days or less after pickup at the point of seizure, please discuss potential timelines. All parts with vehicle identification numbers must be destroyed. Please discuss how this may impact the cost. All other parts may be transferred for the benefit of the vendor. Vehicles are not to be driven. Contracts shall encompass requirements for CBP and other seizing agencies. Contracts shall be operational potentially by state throughout all of CBP ports and sectors on the Southwest border. Discuss the availability to provide service over a statewide area. Fulfilling the requirements of this contract entails, but is not limited to: a. The receipt, custody and transportation for the immediate destruction of seized and forfeited vehicles valued at $2,500 or less; b. Compliance with Federal, State and local laws, codes, ordinances, and regulations that apply to the destruction of vehicles; c. Capturing, reporting, and maintaining seizure documentation and related costs regarding the above activities; and d. On call 24 hours a day, 7 days a week, including holidays. Contractor objectives include: minimizing contract costs; minimizing the time for receipt and destruction of vehicles; minimizing adverse incidents and complaints; and maximizing cooperation with, and service to, CBP and other government contract users. This Request For Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or the Government's use of such information. Sources responding to this RFI should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Request For Information or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with CBP-RFI-05-004, and are due no later than 3:00 P.M. (EST) on May 12, 2005.
