- SUBJECT: REQUEST FOR INFORMATION (RFI) - Department of Homeland Security Unmanned Aerial Vehicle (UAV) - GENERAL INFORMATION: THIS RFI IS NOT A REQUEST FOR PROPOSALS NOR DOES IT CONSTITUTE A CURRENT OR FUTURE GOVERNMENT REQUIREMENT. ANY INFORMATION PROVIDED TO THE GOVERNMENT IN RESPONSE TO THIS RFI IS STRICTLY VOLUNTARY AND AT NO COST TO THE GOVERNMENT. The Department of Homeland Security, Customs and Border Protection (CBP) Office of Border Patrol has evaluated unmanned aerial vehicles (UAVs) and found them to be a significant benefit to the mission of controlling the nation’s borders. The UAVs will provide an additional detection capability and increase agent safety during apprehensions through improved situational awareness. The UAV is not intended as a replacement for other Border Patrol systems; it will supplement them with its own unique capabilities. The UAV operations are not designed to replace ground assets but to enhance their ability to detect, track, and apprehend undocumented aliens (UDAs), including possible terrorists, and to increase agent safety through increased situational awareness provided to the agents through direct imagery from the air. CBP is interested in procuring and operating a UAV system(s) comprised of UAV airframe(s) and sensors, Ground Control Station (GCS), Sensor Control Terminals (SCT) and Remote Viewing Terminals (RVT). CBP is seeking industry interest and information from sources that can provide a medium altitude long endurance UAV system(s), support equipment, air vehicle and sensor operators, maintenance personnel and support and systems integration support. Initial operations are intended for the Southern Border of the United States. CBP plans on conducting UAV operations 30 days after contract award and anticipates starting operations during the 4th quarter of FY 05. Operations and maintenance support shall be month-to-month for a minimum of 224 hrs per month, with a potential for increased flying hours each month, above the minimum. DATA/INFORMATION REQUESTED. CBP is interested in obtaining industry comments on the draft system specification, program plan and schedule. The written response should contain a point of contact for potential follow-up communication.
