Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with format in 12.6 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ) number 05SQ6A0052. All quotes to reference this RFQ number and shall be submitted by 4pm, local time on 4-27-2005. This solicitation document and incorporated provisions are clauses are those in effect through Federal Acquisition Circular 2001-27. NAICS code is 423440. The small business size is 100 employees. Line Item 1 VideoRay Pro III remotely operated vehicle as per detailed description at the end of this Synopsis/Solicitation. NO SUBSTITUTIONS - MUST BE BRAND NAME. This is a small business set-aside under simplified acquisition procedures. The deciding factor on this RFQ will be low price. Delivery date shall be 06-01-2005. Place of acceptance is Bureau of Reclamation, 205 Chamberlain Road, Mills WY 82644. FOB destination. The following FAR provisions apply: GP-1, Non-Discrimination Notice to U.S. Department of the Interior Contractors, Subcontractors, and Lessors; GP-8, Authorized Workers; GP-20, Taxpayer Identification and Data Universal Numbering System; 52.204-08, Annual Representations and Certifications; 52.212-01, Instruction to Offerors - Commercial Items; 52.212-04, Contract Terms and Conditions - Commercial Items; 52.212-03, Offeror Representations and Certifications - Commercial Items; 52.232-25, Prompt Payment; 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specifically within 52.212-05: 52.225-03, Buy American Act-Free Trade Agreements-Israeli Trade Act; 52.225-5, Trade Agreements; and, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Offerors are reminded to include a complete copy of provision FAR 52.212-3, Offerors and Representations Commercial Items, with this offer. Offeror must also include their Taxpayer Identification Number and Dun and Bradstreet Number when submitting offers. Effective October 1, 2003, any contractor to be awarded a government contract must be registered in Central Contractor Registration (CCR). Contractors may register at http://www.ccr.gov. Note: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. All the representations and certifications which used to be submitted within Section K are now located online. CONTRACTOR'S MUST SUBMIT THEIR TAX IDENTIFICATION NUMBER AND DATA UNIVERSAL NUMBER WITH THEIR OFFER. The FAR clauses can be accessed in full context at web site http://www.arnet.gov/far/. Description/Specifications Remotely Operated Vehicle (ROV) GENERAL REQUIREMENTS The ROV and all component parts, accessories, attachments, and all auxiliary equipment shall be NEW AND OF STANDARD PRODUCTION. While the right to make changes and improvements remains with the manufacturer, major changes from previous standard production models shall have been thoroughly tested and proved to be satisfactory for use under conditions equal to those specified herein. All parts requiring periodic maintenance and servicing shall be readily accessible. The design of the unit shall permit removal of component parts without dismantling entire assemblies. Weights (mass) and measures in these technical requirements are expressed in the metric system conform to the SI (International System of Units). However, equipment manufactured to the United States customary units is acceptable to be furnished under this solicitation. The unit shall be furnished complete with required standard equipment and accessories as specified herein; all as customarily furnished with units of this type whether herein stipulated or not, together with such modifications and attachments as may be essential to fulfill the service requirements and as necessary to meet the requirements of this solicitation. REMOTELY OPERATED VEHICLES SERVICE REQUIREMENTS The ROV to be furnished under this solicitation will be used by the Wyoming Area Office of the United States Bureau of Reclamation at various locations ranging in altitude from 3,000 to 7,500 feet above sea level. PERFORMANCE REQUIREMENTS The ROV shall be able to meet the following criteria: 1. The ROV shall be able to dive to a depth of at least 250 feet (ft.) 2. The ROV shall be able to travel at speeds up to 2 knots. 3. The ROV shall incorporate thrusters allowing the ROV to travel forward, backwards, vertically, and turn about mid axis. 4. The ROV shall be able to run on either 110 or 220 Alternating Current Power. 5. The ROV shall not weigh more than 10 lbs. 6. The ROV shall not exceed the dimensions L15" x W10" x H9". EQUIPMENT REQUIREMENTS 1. The ROV shall be furnished complete in lockable, watertight cases. 2. The ROV shall be controlled via a neutrally buoyant tether of no less than 250 ft in length. 3. The ROV shall include a Tether Deployment System (TDS) reel in integrated Pelican 1620 case. 4. The ROV shall be furnished with a depth gauge, compass, and hour meter on an LCD display. 5. The ROV shall be furnished with a high resolution, color forward viewing camera and a rear facing black and white camera. 6. The ROV shall be furnished with two forward facing halogen lights of no less than 20 watts. 7. The ROV shall be furnished with common spare parts, basic tool kit, and owner's manual. 8. The ROV shall incorporate the ability to accept options and accessories such as tether extensions, manipulator arm, radiation sensor, temperature sensors, salinity sensors, and sonar. 9. The ROV shall be furnished with a basic 15 in. video screen for integrated control box. 10. The ROV shall be furnished with a micro manipulator remotely controlled gripping device with a closing force of no less than 5 lbs. 11. The ROV shall be furnished complete with the Desert Star ROV Pilot and no less than three transducers. 12. The ROV shall be furnished with a remote video game style controller. DELIVERY: The vendor to whom the contract is awarded shall deliver the ROV to the Bureau of Reclamation Wyoming Area Office located in Mills, Wyoming.
