- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitaion; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQLJR0502 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 05-03. The NAICS code for this requirement is 327215 and the small business size standards is 500 employees. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. This is best value procurement and evaluation of offers will be based on qualifications, past performance, quality, pricing and the ability to meet completion date. Technical and past performance is 60% of evaluation importance as compared to 40% of price. Offerors must be registered in the Business Partner Network?s Central Contractor Registration (CCR) database to be considered. You can register at the CCR website; http/www.bpn.gov. Only those venders located within the Maryland, Virginia and Washington Metropolitan area need to respond. The clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. Therefore we suggest that you use USPS priority mail or a commercial overnight delivery service. GENERAL The Capital Region Campus of AmeriCorpsNational Civilian Community Corps (NCCC) is in need of 38 windows to replace the existing windows on the front of the building at 2 DC Village Lane, SW, Washington, DC 20032. If you have any questions please contract Earl Harrison at (202) 561-1093 to setup a walk through. All prosposals must be submitted on 04/28/05. SCOPE OF WORK Remove and dispose of existing windows. Remove existing window air conditioners and vents in windows. Reinstall air conditioners and vents into panels in new window system. Reuse existing air conditioner brackets if safe. Furnish and install new aluminum replacement windows with necessary mullions, interior trim and clip, glazing and all other accessories required for a complete installation. Where there is existing aluminum sill cladding, remove it and furnish new aluminum sill cladding. Furnish and install single component polyurethane sealant at window exterior and interior. PANELS The panels required are manufactured by a manufacturer that is recognized as a provider of quality products. Panels should consist of metal skins laminated to stabilizer substrates with an insulating core material. Panels are designed to be glazed into the window system. Panel Fabrication Exterior ? Polyester baked enamel, stucco-embossed aluminum skin, 5 year finish warranty. Color as selected from manufacturer?s standards. Interior ? Polyester baked enamel, stucco-embossed aluminum skin, 5 year finish warranty. Color as selected from manufacturer?s standards. Substrates ? Exterior: 1/8? tempered hardboard; interior: 1/8? tempered hardboard Core ? 2 lb. density polystyrene. Adjusting and Cleaning ? Remove masking film as soon as possible after installation. Weep holes and drainage channels must be unobstructed and free from dirt and sealant. WINDOWS American Architectural Manufacturing Association, AAMA designation minimum C-45. 3 ?? frame depth; extruded aluminum with integral structural polyurethane thermal break; factory-applied finish; factory-assembled frames and sash. Configuration ? horizontal sliders and fixed windows; Glazing minimum ?? insulated glass. Manufacturer?s Warranties Windows: warrant for 1 year against defects in material or workmanship under normal use. Insulating glass units: warrant seal for 5 years against visual obstruction from film formation or moisture collection between internal glass surfaces, excluding that caused by glass breakage or abuse. Paint finish: Organic finish conforming to AAMA 2603 warrant for 5 years against chipping, peeling or cracking. Materials Aluminum extrusions: produced from commercial quality 6063-T5 alloy; free from defects impairing strength and durability. Hardware: Two operable sash roller assemblies per sash. Locking mechanism. All screws, clips and other fasteners or hardware parts to be made of non-corrosive materials compatible with aluminum. Weather-strip: Installed at sash and main frame contact points. Screens: Half screens with aluminum frames and dark fiberglass mesh. Fabrication Frame: members fastened with two stainless steel screws per joint Sash: horizontal sash rails coped and fastened to vertical sash stiles with a telescope-design joint secured with stainless steel screw at sash corner Double Insulating Glass Units Conformance to American Society Testing and Materials, ASTM E 774-00; visible, permanent Insulating Glass Certification, IGCC certification label for CBA rating level. Color: chosen from manufacturer's standards. Execution Preparation - Prepare openings to be in tolerance, plumb and level. Provide for secure anchoring. Installation Install windows in accordance with manufacturer's recommendations with skilled craftspeople who have demonstrated a successful history of installing windows. Provide required support and securely fasten and set windows plumb, square, and level without twist or bow. Apply sealant per sealant manufacturer's recommendations at joints, wipe off excess, and leave exposed sealant surfaces clean and smooth. Adjusting and Cleaning - Adjust windows as necessary for smooth and weather tight operation, and leave windows clean and free of construction debris. Evaluation Criteria: The selection will be based on the following criteria: 1. A summery of related experience and capabilities. 2. The proposals shall clearly defined the specifications as outline in the statement of work. 3. Inclusion of factors such as: disposal, reinstalling interior trim, and Air conditioning bracket usage. Other factors from the statement of work. 4. Ability to meet completion date of August 30, 2005. If longer justification should be included. 5. Cost to quality comparison.
