- The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of truck lots of food commodities for various domestic feeding programs. Additional information about the programs and/or submitting offers on commodities is available at: http://www.fsa.usda.gov/daco/default.htm. All contractors interested in offering commodities shall comply with KCCO?s qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/VendorQualifications/QualificationRequirements.htm. The following commodities, which are classified under NAICS code 311230, are purchased by KCCO. Purchases for Domestic Feeding Programs For Grain and Miscellaneous Processed Food Products: http://www.fsa.usda.gov/daco/Announcement/Domestic/domesticannon.htm Fortified R-T-E Cereals (FC): The product must conform in every respect to the requirements of Commercial Item Description A-A-20000B (March 14, 1995), except the expanded/extruded manufacturing process is excluded from all types and classifications of the cereal products. The manufacturing/cooking process required for no-extruded cereals (corn, flakes, bran flakes, and crisp rice) shall be the conventional batch method. The process for the corn square cereal or the corn and rice biscuit cereal may be the conventional batch method or the extruded method. The process for the oat circle cereal shall be produced by the extruded method. When the extruded method is used for shaped cereals (corn squares, corn and rice biscuits, or oat circles), it shall include dry and/or tempering of the product followed by gun or oven puffing. The main ingredient for the cereal products shall consist of whole grain kernels, parts of kernels, or flaking grits for the conventional batch method. When using the extruded process for shaped cereals, a whole grain flour (includes the bran) or meal shall be used. The fortified cereal shall have a shelf life of at least one year from date of manufacture. Product shall be manufactured not more than 60 days prior to shipping. Contractors are to supply commercial labeled products only. The product delivered shall comply with all applicable Federal and State mandatory requirements and regulations relating to the preparation, processing, packaging, labeling, storage, distribution, and sale within the commercial marketplace. Processed Cereal Products (PC): The commodity delivered shall meet the requirements as specified in the following Commercial Item Descriptions (CID): Cereals, Rolled Oats, Type I ? CID A-A-20090C (February 9, 2004); Cereals, Wheat, Quick-Cooking and Instant, Type I and Type III ? CID A-A-20108A (September 25, 1997); and Bulgur may be of any of the classes defined in the Official Grain Standards of the United States for wheat, except mixtures of wheat of contrasting classes. All wheat shall be tested for vomitoxin in accordance with procedures approved by Federal Grain Inspection Service (FGIS). Any wheat testing higher than two (2) parts per million (ppm) shall not be used in production of the commodity. Rolled oats in 42 ounce fiberboard tubes shall be supplied in a commercial-labeled package only. Rolled oats in three (3) pound packages and 50 pound bags and farina (wheat cereal) in 14 ounce cartons may be packaged in suppliers? commercial-labeled packages or USDA-labeled packages. For USDA-labeled products, two (2), three (3), or five (5) pounds of product shall be packed in bags constructed of 60-pound basis weight natural kraft or extensible paper. Ten (10) pounds of product shall be packed in bags constructed of 70-pound basis weight natural kraft or extensible paper. Paper or plastic balers shall be used for 24/2-pound, 12/3-pound, 8/5-pound, and 4/10-pound bags. Balers shall provide a compact, solid, and securely-held unit to prevent shifting of the bags within the baler during handling, stacking, and shipment. The product delivered shall comply with all applicable Federal and State mandatory requirements and regulations relating to the preparation, processing, packaging, labeling, storage, distribution, and sale within the commercial marketplace. Instant Rice Cereal (RC): The product must conform in every respect to the requirements of Commercial Item Description A-A-20022B (October 1, 1996), except as it may be augmented or altered by the Government. The fortified cereal shall have a shelf life of at least one year from date of manufacture. Product shall be manufactured not more than 45 days prior to shipping. Contractors are to supply commercial labeled products only. The product delivered shall comply with all applicable Federal and State mandatory requirements and regulations relating to the preparation, processing, packaging, labeling, storage, distribution, and sale within the commercial marketplace.
