- The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of truck lots of food commodities for various domestic feeding programs. All contractors interested in offering commodities shall comply with KCCO??s qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/VendorQualifications/QualificationRequirements.htm. The following commodity, which is classified under NAICS code 311911, is purchased by KCCO. Purchases for Domestic Feeding Programs For Grain and Miscellaneous Processed Food Products: http://www.fsa.usda.gov/daco/Announcement/Domestic/domesticannon.htm Peanut Products (PP): Shelled peanuts used in the manufacture of peanut butter, roasted peanuts, and peanut granules shall be: (1) tested for aflatoxin and shall not exceed 15 parts per billion (ppb); (2) from current crop year stocks or as specified in the invitation; and (3) be within the requirements of current grades as specified by the Government, provided that a tolerance of not more than 2 percent by weight will be permitted for minor defects and damage combined, including not more than 1.25 percent for damage. For lots required to be U.S. Number 1 Grade or better, peanuts may contain not more than 3 percent split or broken kernels upon initial inspection of the lot. For lots removed from cold storage or remilled prior to usage, peanuts may contain not more than 6 percent split or broken kernels. The peanut butter shall be equivalent to the requirements for U.S. Grade A as defined in the United States Standards for Grades of Peanut Butter, in effect at the time of the contract. The peanut butter shall have the consistency to spread uniformly without tearing or breaking fresh white bread, and be free of any gelatin-like condition. It shall be made of peanuts which have been blanched with the majority of the hearts and germs removed. It shall be medium brown in color. It shall be of a stabilized type and contain a sufficient amount of stabilizers derived solely from vegetable sources to prevent oil separation. Vegetable oils shall be produced from non-tropical sources; i.e., coconut, palm, and palm kernel. For roasted peanuts not more than 4 percent by weight will consist of small pieces. Blanched peanuts shall be practically free from skins either loose or attached. Unblanched Spanish type shall be practically free from blanched kernels. The Spanish, Virginia, and Runner types of roasted peanuts shall be medium to heavy roasted. The peanuts may be slightly coated with oil and the blanched peanut will be bright. Roasted peanuts shall be crisp, palatable, and free from bitter, musty, sour, rancid, sprouty, or other objectionable tastes and odors; free of mildew stains, filth, or other extraneous material. Roasted peanuts shall be medium brown in color. Peanut granules shall be medium dry or medium oil roasted, blanched, with the hearts of germs removed. The peanuts shall be chopped into particles approximately 1/8 inch in diameter. The product shall be medium brown in color. It shall be bright, crisp, palatable, and free from bitter, musty, sour, rancid, sprouty, or other objectionable tastes and odors; and practically free from skins and show no dullness, mildew stains, skins, filth, or other extraneous material. The roasting oil shall be refined peanut oil and shall be thoroughly refined, deodorized, and free from rancidity and objectionable flavor after heating to 400?? Fahrenheit. It shall have a free-fatty acid content of not more than .08% as oleic acid prior to its first use. The product shall be stabilized using additives of a kind and at levels permitted in edible oil products under the Federal Food, Drug, and Cosmetic Act. The product must have a shelf life of at least one year from date of manufacturer. Product shall not be manufactured more than 60 days prior to shipping. Pack sizes for Peanut Butter are 6/5 pound, 12/18 oz and 500 pound barrels; Peanut Runners are 6/10 pound packages; Peanuts - Roasted Regular are 6/10 pound packages and 24/12 ounce packages; and Peanut Granules (runners) are 6/10 pound.
