Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS intends to negotiate with the University of Wisconsin-Madison, Madison, WI on a sole source basis in accordance with the authority of 41 U.S.C. 253 (c) (1) only one responsible source to provide services for the Derive Biomass Burning Emissions from GOES Wildfire Automated Biomass Burning (WF-ABBA) Fire Products. The University of Wisconsin has developed, tested, and implemented several algorithms related to GOES fire and emissions products. This will improve forecasts of aerosols (PM2.5, particulate mass for particles with diameter <2.5 um) and visibility. This will provide support for the development and technology transition to NCEP operations of a prototype system that can derive emissions from GOES WF ABBA fire products and assimilation fore satellite-derived emissions into air quality forecast system to improve PM2.5 and visibility forecasts. Tasks 1) compiling databases for fuel loads (land cover and vegetation maps) and emission factor for the U.S. 2) developing methodologies to derive particulate emissions using fire information from satellites, fuel load and emission factor databases, and information on fuel consumption. 3) analyzing case studies and as necessary developing analysis tools that will allow the comparison of emissions derived from difference (satellite and non-satellite) systems. NOAA will collaborate with the University of Wisconsin to build data bases of fuel loads, emission factors, and combustion fractions. Develop methodologies by using existing and new techniques to derive smoke particulate emissions from wildland/prescribed fries for U.S. Apply the algorithms for test episodes and evaluate the outputs. Compare GOES WF ABBA emissions to those derived from MODIS based algorithms and other non-satellite based algorithms, develop tools as necessary. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based up responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. Award will be using Simplified Acquisition Procedures. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
