Description
The Federal Highway Administration (FHWA), Office of Acquisition Management (in support of the Office of Civil Rights) will be conducting market research and information exchange with companies that can provide consulting services in accordance with Federal Acquisition Regulation (FAR) Part 15.201, titled Exchanges With Industry Before Receipt of Proposals. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether and how they can satisfy the Government?s requirements, and enhancing the Government?s ability to obtain quality services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. We are looking for 8(a) firms who are capable of supporting various issues, as listed below: 1) TITLE VI, AMERICANS WITH DISABILITIES ACT OF 1990 (ADA) AND SECTION 504 OF THE REHABILITATION ACT OF 1973 - ASSESSMENT The FHWA Associate Administrator for Civil Rights will establish a multi-disciplinary team to develop an assessment tool for our Title VI and ADA Programs. Each tool will then be tested and then released for by way of our Web site to be utilized by our Divisions and State DOTs. The Title VI and ADA Assessment Programs will be of great assistance in the identification of potential areas of fraud, abuse and discrimination related to the delivery of Federal Funded services. 2) DISADVANTAGE BUSINESS ENTERPRISE (DBE) PROGRAM ASSESSMENT To assist the Office of Civil Rights by providing full time Project Management directed at the analysis of the availability, representation and utilization of DBE Contractors. To collect and analyze data relating to the availability, representation and utilization of Minority Group, Women and Disadvantaged Contractors as Certified DBE Contractors. To conduct meeting, interview and on-site inquiries related to the representation and utilization of Minority Group Contractors and Certified DBE Contractors. To create a State By State Needs Assessment and corrective action recommendations that address specific issues and remove barriers. To report findings and recommendations by each State. 3) DISADVANTAGE BUSINESS ENTERPRISE (DBE) SUPPORTIVE SERVICES ? TECHNICAL ASSISSTANCE To obtain professional services experienced with research, data collection and analysis to ensure that the final DBE Risk Assessment tool is effective and efficient. To provide an objective evaluation of the assessment tool to ensure that the final tool gathers the necessary information, provides a measurable output, and has the capability to electronically produce desired systematic and adhoc reports. To provide the required resources to the Office of Civil Rights to accomplish this effort on schedule and in accordance with the design specifications. To prepare a final report providing the necessary background information and data on the testing efforts, conclusions and recommendations for structuring and executing a national DBE program assessment initiative. The end result will be a strengthened and accountable DBE program. The contractor will be required to know and incorporate both federal and State regulations, identify the elements, put the missing items in place to ensure that the end product is complete and adheres to all regulations. There is no bid package or solicitation document associated with this announcement. Electronic responses, in the form of an expanded capabilities statement is being solicited on the Key Issues and all other related items. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SERVICES AS DEFINED. Information contained in the Capability Statements will be used to determine the qualifications of the small business community with respect to this requirement. No feedback or evaluations will be provided to companies regarding their individual Capability Statement. CAPABILITY STATEMENTS SHALL BE SUBMITTED NO LATER THAN 2:00 PM EST April 28, 2005. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses including the specified documentation shall be e-mailed to: Angel.Delgado@fhwa.dot.gov. No facsimile response will be accepted. THIS REQUIREMENT WILL BE SET-ASIDE FOR SMALL BUSINESSES UNDER THE (8a), BUSINESS DEVELOPMENT PROGRAM.
