Description
The U.S. Army Research, Engineering and Development Command Acquisition Center intends to negotiate solely with Northrop Grumman, Inc., Litton Laser Systems Division (NGLS), Apopka, Florida for a three year Indefinite Delivery-Indefinite Quantity (I DIQ) Firm-Fixed Priced contract for a maximum quantity of 390 Lightweight Laser Designator Rangefinder (LLDR) Systems, spare parts, and maintenance under the authority of 10 U.S.C. 2304(C)(1) as implemented by FAR 6.302-1 Only One Responsible Source. The Government intends to issue a new contract. The LLDR is a modular, man-portable target observation, location, and laser designation system. The LLDR System operates day and night in all weather conditions and consists of two primary modular components: the Target Locator Module (TLM) and the Laser Designator Module (LDM). The TLM provides target acquisition, observation and location functions as well as mounting and control interfaces for the LDM. The LDM provides a coded designator signal that is used to highlight a target for destruction b y laser-guided precision monitions. The design of the LLDR system is proprietary to NGLS and the Government does not possess detailed technical data for this item. No other source can provide an LLDR system that meets the Governments requirements withou t duplication of development, testing and manufacturing facility or without exceeding the required date for commencement of deliveries of April 2006. Offerors who can demonstrate they can meet the Governments requirement will be considered for award. On ly an electronic copy of the RFQ will be available on the Army Single Face to Industry web site. No hard copies will be issued, therefore, no written, faxed or email requests for the solicitation will be accepted.
