Description
Design and Construction of a new Joint Use Security Forces Operation Facility (SFOF) at the Minneapolis-St. Paul IAP ARS, Minneapolis, Minnesota. The contractor shall provide all labor, equipment, supplies, and consultant services to design and construct the SFOF to result in a complete and useable facility. The facility w ill consist of approximately 30,900SF of space over two stories and a partial basement. The building will include administrative areas, classrooms, warehouse space, a vehicular garage, communications/security equipment, armoires, FATS Bays (Simulator), co mmon areas, mechanical areas, stairwells and an elevator. The project will also include modifications to an existing parking lot to achieve adequate stand-off distance for ATFP requirements, building demolition, connection sidewalks, landscaping, and fenc ing. Supporting utilities shall include steam, gas, sewer, water, and underground electrical and communication services. Furniture will be purchased and installed by other contract. This solicitation also contains option items. These items are: 1) Barrel Roof, 2) Brick Screen Wall at emergency generator, and 3) Optimum Construction Schedule. 20% of the work must be self-performed. Estimated value is between $1,000,000.00 to $5,000,000.00. Documents will be available on/about 02 May 2005 and proposals ar e due 02 June 2005 at 4:30 PM Louisville Local Time. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated for best value to the Government in accordance with the following criteria listed in descending order of importance: Experience of the Prime Contractor, Design Team and Individual Personnel; Management Plan and Schedule; Past Performance of the Prime Contractor and Design Team; Price; Self-Performed Work; and Subcontracting Information . All evaluation factors, other than cost or price, when combined is equal to cost or price. This project is available on compact disk or web only. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or pr inted using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal comput er, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
