Description
The U.S. Geological Survey, Patuxent Wildlife Research Center, plans to make a non-competitive award via written request for quotation No. 05ER15-No Solicitation number to Washington Department of Fish and Wildlife. Olympia, WA. for Bald Eagle survey on (25) 10 x 10 km plot in Western and (8) 10 x 10 plot in Eastern Washington. These surveys use existing information from state surveys in the conjunction with additional surveys to efficiently estimate number of nesting eagles. State biologists are needed to assist in conducting surveys, coordinating and participating in the surveys following a specific protocol, and in summarizing the results of the survey. Specifically, the state of Washington will recruit observers for eagle surveys in their state, arrange for the implementation of a specific protocol for conducting the surveys, coordinate the survey in conjunction with their state biologists and field staff, supervise the data management to ensure that the formats and information in the protocols are properly collected and entered into computers, and reconcile the information collected on the survey plots with the historical databases to determine which nests are new and which represent existing nests. The State of Washington has collected and maintained the historical database of eagle nests in the state, and state personnel are uniquely qualified to conduct surveys and interpret data. A critical component of this experiment requires that eagle nests observed during the surveys be evaluated to determine whether they are part of the list maintained by the state, and only state biologists with field experience with the eagle nests are qualified to make that evaluation. U.S. Geological Survey anticipates awarding this to Washington Department of Fish and Wildlife. Olympia, WA. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The anticipated award date is 04/25/2005, under the Simplified Acquisition Threshold of $100,000.00. Delivery is required by 07/30/2005. NAICS is 541990. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government. Responses to this notice must be submitted to http://ideasec.nbc.gov.
