Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to enter into sole-source negotiations with Lockheed Martin Simulation, Training and Support (LMSTS), Orlando FL, for the third period of performance (consisting of 2 years) for Performance Based Logistics CASS support services for the High Power Device Test Subsystem (HPDTS) and four (4) High Power OTPSs under basic agreement, N68335-05-H-0002. HPOC PBL refers to support services for both the station, HPDTS, and the OTPSs associated with the HPDTS. The HPOC BA is a firm fixed price vehicle, which currently provides for a fixed monthly/annual maintenance rate per station for Fleet and non-Fleet stations. The effort will be awarded as multiple contracts against the HPOC BA for the third period of performance through which the Fleet, NAVAIR and FMS countries will continue to obtain HPOC support. The Government intends to procure these services under the authority of 10 USC 2304(C) (1), FAR 6.302-1. The Government does not own the technical data, drawings, software code or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
