Description
The Bureau of the Public Debt on behalf of the Financial Crimes Enforcement Network (FinCEN), intends to negotiate a sole-source procurement for a personal service contract to perform Management Support Services. The Contractor shall be responsible for services supporting FinCEN in the following areas: 1. Provide immediate expertise and guidance to the Office of Compliance on Bank Secrecy Act compliance and enforcement issues. 2. Use expertise to integrate compliance matters with the development of Bank Secrecy Act policy. 3. Provide expert insight into the operation of the banking community and use experience with such entities to better ensure seamless coordination between FinCEN, bank regulators, and the banking industry. The contract will have a base period with three one-year option periods. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. FinCEN must seek the assistance of a highly qualified and experienced expert who can immediately assist in managing various issues regarding its relationship with the banking community as well as the development of internal policies and procedures for the Office of Compliance. The Contractor shall support FinCEN and its law enforcement customers in determining the most productive strategies/methods to quickly and fully understand the finance networks and work with the law enforcement community both domestically and internationally. The Contractor shall be responsible for services supporting FinCEN in the following areas: assist senior FinCEN officials in managing the BSA Direct platform with federal, state and local law enforcement; provide expert advice to FinCEN management concerning development, implementation and maintenance of collaborative working relationships with law enforcement users of BSA data; and assist FinCEN management in prioritizing law enforcement requests for use of FinCEN analytic resources. The Bureau of the Public Debt will consider all affirmative responses received no later than April 29, 2005, 2:00 pm EDT. You may e-mail your response to Barbara.Allen@bpd.treas.gov. Affirmative responses shall be accompanied by sufficient technical detail and clarification to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Robert Pasley.
