Description
The International Boundary & Water Commission, United States Section (USIBWC), requires the furnishing of labor, materials, and equipment for the construction of cast-in-drilled-hole (CIDH) piles. The piles are intended to provide support to three (3) existing piers part of the Picacho Flume aerial crossing of the Rio Grande channel. The estimated range of construction is between $500,000 and $1,000,000. Tentative dates for issuing and opening IFB IBM05B0002 are May 9, 2005 and June 8, 2005, respectively. The solicitation is for a firm fixed-price construction contract. The performance period is 182 calendar days from Notice to Proceed. Note: All work in the river channel must be performed during the period November 1, 2005 and February 1, 2006 (within 92 calendar days). Award will be based on the lowest overall price to the Government. The solicitation documents, including plans and specifications, will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the bid packages are available at no charge. All requests for bid documents must be in writing by May 9, 2005 by letter, facsimile to (915)832-4192, or e-mail message to irmagurrola@ibwc.state.gov, no telephone request will be accepted. Requests for bid documents must be sent to the preceding address, ATTN: Irma Gurrola. Requests must include business name, point of contact, address, telephone, fax machine and cell or pager numbers (include area codes), e-mail address (if available), and IFB number. Offerors are strongly encouraged to attend the pre-bid conference and site visit at the time designated in the IFB. The project is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 237990 for Flood Control, Irrigation Project, and Pier Construction. The small business size standard is $28,500,000 in gross receipts, average for the past three years. The Federal Product Service Code (FPSC) is Z219 for maintenance, repair/alteration/other conservaton and development facilities. All responsible small business sources may submit an offer, which will be considered. See Note(s) 1 and 26.
