Description
The United States Special Operations Command has a requirement for a multi year contract to procure commercial protective eyewear and the necessary sustainment components to support the program over a five year basis. The Special Operations Eyewear Program (SOEP) shall provide the eye with ballistic (fragmentation) protection and laser (multiple wavelengths) protection, as well as shield the eye from bright sunlight. This will be accomplished without interfering with normal daytime/nighttime vision. The system will consist of modular components, which can be combined in multiple configurations, to achieve the desired levels of ballistic, laser, low light and sunlight protection. Additionally, the system design shall be capable of accommodating prescription lenses which will be supplied by the vendor at the need of the user, and come with a carrying case and Use and Care Manuals. SOEP will be available in two forms: spectacles and goggles. The Government intends to award a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract issuing firm fixed price (FFP) delivery orders. The minimum quantities will be 1 pair of spectacles and goggles and the maximum quantities will be up to70,000 pairs of goggles and spectacles In addition, a subcontracting Plan will be required of large businesses. The Government reserves the right to award multiple contracts for the for both items as well as a subset of the items. The contractor shall provide 15 Production Demonstration Samples ((PDS) and pricing for each the following: Spectacles (with retention strap and carrying case), Goggles (with carrying case), 2 pairs of prescription lenses (one with -10 diopters sphere and -2.5 diopter of cylinder and the other with +8 diopters sphere and -2.5 diopter of cylinder), retention strap, interchangeable lenses (if applicable), schematics and a detailed materials construction listing for each item. To ensure the contractor?s product has been tested at the commercial level, independent test data utilizing commercial test standards shall be provided with the PDS demonstrating resistance or protective properties of the materials used in the construction of the spectacles and goggles frames and lenses to: corrosive chemicals, impact, lasers, scratching and abrasion, environmental conditions such as humidity and extreme temperatures measurements from a certified laboratory of the following properties system weight, chemical resistance, ballistic characteristics (following exposure to cold and ambient temperatures), luminous transmittance, neutrality (sun protective items only), chromaticity (sun protective items only field of view (with and without prescription lens, abrasion/haze, prismatic deviation, optical distortion, ultraviolet absorption, refractive power and astigmatism, compliance with ANSI Z 87.1, adhesion, resistance or protective properties of the materials used in the construction of the spectacles and goggles frames and lenses to: corrosive chemicals, impact, lasers, scratching and abrasion, environmental conditions such as humidity and extreme temperatures. The solicitation shall define specific military test standards which the Government will conduct on all test samples passing Go/No Go criteria. Preliminary Go/No Go testing will be performed to verify the following requirements; (1) ANSI 87.1 compliance by a creditable independent test laboratory using valid test protocols. (2) ability to supply a suitable prescription insert, and (3) vendor supplied certified laboratory testing.
