Description
The U.S. Department of Commerce (DOC), National Marine Fisheries Service (NMFS), located in Miami, FL, intends to acquire sea turtle tag distribution and data management for the Cooperative Marine Turtle Tagging Program (CMTTP) on a sole-source basis from the University of Florida, Archie Carr Center for Sea Turtle Research (ACCSTR), located in Gainesville, FL, for the following reasons. Mark-recapture data is used to understand animal movements; to estimate growth, demographic parameters and vital rates; and to estimate population size--all needed in support of stock assessments. The CMTTP was established to distribute tags, to provide a clearinghouse for data on all flipper tags, to prevent duplication of tags, to facilitate exchange of tag data among researchers, and to archive and collate data on all tag series. In response to those needs, the CMTTP has catalogued all NMFS Atlantic tagging data and assists programs worldwide in the exchange and dissemination of tag data and tag-related information. Protocols for the distribution and application of CMTTP tags and policies regarding tag ownership and the use of tag data have been developed at http://accstr.ufl.edu/cmttp.htm1. All data submitted are archived as hard copy as well as computer electronic files. The purpose of this contract is to continue the NMFS effort for the consolidated tag distribution center and for the database. The CMTTP was maintained at the NMFS beginning in 1980, at which time there were several entities purchasing, distributing, and applying tags to sea turtles. In April 1999, consolidation took place between the NMFS Southeast Fisheries Science Center (SEFSC) and the ACCSTR transferring NMFS? CMTTP management to the ACCSTR. This served to eliminate the duplication of necessary infrastructure, thus saving federal dollars, and to minimize the duplication of tag identification numbers among programs and the confusion associated with returning recovered tags to two separate entities. The objectives of this effort are as follows: 1) Centralize the tagging records for all sea turtle tagging activities in the western North Atlantic; 2) Facilitate the distribution of sea turtle tags throughout the western North Atlantic; 3) Improve the ability of managers to recover sea turtle populations by providing access to the databases; and 4) Maintain a webpage for the CMTTP. Description of Work: 1) Purchase and distribute tags (#681 Inconel) and applicators; 2) Recover cost of tags and applicators from organizations requesting tags, when possible; 3) Maintain database for tag distribution records and webpage for tag distribution inventory; 4) Archive, as hard copy, all tagging data submitted by the cooperating tagging programs; 5) Maintain the databases for tag releases; 6) Maintain the databases of recovered records from recaptured turtles, 7) Continue to reorganize and improve database structure to facilitate use by NMFS SEFSC; 8) Disseminate data to ?data owners? (per CMTTP policy), as requested; 9) Facilitate the sharing of tagging information among researchers; 10) Provide NMFS SEFSC with access to the databases and e-mail NMFS SEFSC updated database files, upon request; 11) Maintain the CMTTP webpage [http://accstr.ufl.edu/cmttp.html]; and 12) Provide an annual summary of activities. The anticipated performance period is date of award through April 30, 2006. The proposed contract actions is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest a capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45)days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria that are presented in descending order of importance: 1. Demonstrated technical ability to successfully manage offeror?s own marine turtle tagging database of at least 50,000 records for the Western Atlantic Ocean region. 2. Demonstrated technical ability to successfully manage both the offeror?s own Western Atlantic marine turtle tagging database and the Cooperative Marine Turtle Tagging Program (CMTTP) database simultaneously over an extended period of time. 3. Demonstrated ability to obtain the necessary Endangered Species Act Section 10 permits for any all employees or subcontractor receiving tags from the CMTTP.4. Demonstrated past performance on similar protected species database management efforts. The applicable NAICS code is 541611.
