- 56th Contracting Squadron, Luke AFB, Arizona plans to issue a Request for Quotations (RFQ)] for the following Commercial item/services: SERVICES NONPERSONAL: The contractor shall furnish all labor, materials, equipment and transportation necessary to upgrade microwave links located at various sites supporting the Barry M. Goldwater Range, Arizona. These sites are located within the area bounded by the White Tank Mountain on the north, Mohawk Mts in West, Mexican border on the south, and Keystone Peak on the east. Work includes but is not limited to removal of existing microwave system, furnishing and replacement with new licensed microwave radio links at 7 sites; removal and replacement of existing solar power system on 7 of the 10 Air Combat Training System sites. Sites will be linked to common sites using a licensed microwave radio link. All sites must be reconfigured to tie into existing microwave architecture. The government will furnish required frequencies. All 7 affected sites are accessible only by helicopter. The proposed acquisition is for commercial items/service under the guidelines of FAR Part 12 and FAR Part 13.5. The contract type will be firm fixed price. The RFQ will be issued electronically in accordance with FAR 4.502 and 5.102. Therefore, hardcopies will not be provided. The anticipated release date of a RFQ is on or about April 25, 2005, with an anticipated closing date of on or about May 25, 2005. The NAICS code for this action is 334220. The proposed acquisition is 100% set-aside for Small Women-Owned businesses pursuant to the Small Business Reauthorization Act of 2000 (P.L. 106-554), other than full and open competition applies pursuant to authority of 10 U.S.C. 2304(C)(1). A mandatory pre-solicitation conference will be conducted at the Barry M. Goldwater Range, Gila Bend AFAF, AZ, date to be determined. PRE-PROPOSAL SITE VISIT Instructions: A MANDATORY Pre-proposal site visit/conference is scheduled for 0900 on 26 April 2005 at Luke AFB, AZ, Bldg S-11, Range Management Office for Microwave Radio Links. The site visit will last approximately 7 hours. This pre-proposal site visit/conference is MANDATORY. Anyone wishing to submit a proposal shall attend this pre-proposal site visit conference. You can not submit a proposal without attending the site visit. All persons wishing to attend must pre-register. Those who do not pre-register prior to the due date of 22 April, 2005 will not be permitted to attend the site visit. Only those persons whose names are submitted will be permitted to attend the site visit. No exceptions. All persons should meet at Luke AFB, AZ, bldg 170 visitors center at 0830 on 26 April 2005. 56th Contracting personnel will authorize all contractors on base. A presentation will be given; Walk through Bldg 470 ACTS; Drive to Gila Bend, AFAF (about 60 miles), and drive and view a remote site/condition/structure.
