Description
The Air Armament Center (AAC) Specialized Contracts Division at Eglin AFB FL invites all interested parties to attend a half day conference at Eglin AFB to discuss plans for the upcoming acquisition of the Joint Test and Evaluation (JT&E) Engineering, Analysis and Test Support effort. Conference is scheduled for 9 a.m. to 1 p.m. on 25 May 2005 in Building 1, Room 204. This competition is a follow-on effort which will be a vehicle for the Deputy Director, Air Warfare (AW), in the Office of the Secretary of Defense (Director, Operational Test and Evaluation) (OSD(DOT&E)) to provide support to the Joint Test and Evaluation (JT&E) Program. The Office of the Secretary of Defense (OSD) sponsors the JT&E Program to conduct tests and evaluations and provide information required by Congress, OSD, the Unified Commands, and Department of Defense (DOD) components relative to joint operations. Congress established the JT&E Program in 1972 after a Presidential Commission concluded that the DOD had no capability to conduct test and evaluation in a joint environment. The JT&E process is composed of three separate but closely related activities: (a) the nomination, coordination and consideration of the nomination for inclusion in the JT&E Program; (b) a Joint Feasibility Study (JFS) determination of the need and feasibility of approved nominations; and (c) the chartered joint tests (JT&E) which are the execution of these approved nominations that show potential for significant improvements in joint military capabilities. This acquisition will support both the JFS and the JT&E part of this process. Also supported are Quick Reaction Tests (QRT), which are short duration (approximately one year) tests in response to Warfighter emergent requirements, and Tests and Evaluation (T&E), which function like JT&E but do not involve joint capabilities. The JT&E program requires technical and engineering support across the range of test activities to include the preparation of technical reports, test design and planning, field test activities, data collection, data processing and analysis, software development and documentation, hardware and software configuration, programming, analysis of system performance and related data, modeling and simulation, training, instrumentation and facilities, integrated logistic support, resource and program control, verification, validation and accreditation. All contract work is currently being provided by task orders awarded through five indefinite delivery contracts. The total cost for the five-year period on the current contracts, which ends 30 September 2006, is estimated to be $400 million. A task order on each of the five indefinite delivery contracts currently provides program office support instrumental in the JFS/JT&E nomination/selection process. Due to the appearance of possible conflict of interest issues, this program office support effort will be pursued as a completely separate acquisition. The scheduled conference is intended to share additional information about the JT&E Program, to share preliminary acquisition plans, and to determine industry interest.
