- Headquarter Operations and Sustainment Systems Group, Acquisition and Commodities Division (OSSG/KA), at Maxwell AFB-Gunter Annex, AL on behalf of Information Technology Commodity Council (ITCC), is seeking sources to fulfill requirements that the Air Force has for future products and services relating to commercially available Cell Phones, Wireless e-Mail Devices, and Pagers. This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of market research being conducted by the Air Force to identify capable potential sources. The purpose of this Sources Sought Synopsis is to determine if there are potential small businesses, very small businesses, small disadvantaged businesses, 8(a) Program small businesses, Women-owned Small Businesses, HUBZone Small Businesses, Veteran-owned Small Businesses, Service-disabled Veteran-owned Small Businesses and/or Native American Small Businesses available who are capable of performing this effort. In addition, indicate whether you are a U.S. or foreign owned firm. If this portion of the acquisition is determined to be reserved for small business, the Government will use the information gathered from this Sources Sought Synopsis to help identify small business firms participating in this market space. The estimated period of performance for this acquisition has not been determined at this time. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The NAICS code(s) for the Wireless Handheld Capabilities includes 541611 - Administrative Management and General Management Consulting Services with a size standard based on average annual receipts of $6M for the three most recent completed fiscal years and 517212 - Cellular and Other Wireless Telecommunications with a size standard based on 1500 employees. Please provide in your response your business size for each NAICS code as well as your foreign status. Required Information: The focus of this Sources Sought Synopsis requirement includes equipment, air time and associated software & services. Equipment consists of commercially available hand-held devices for cell phone, pager and wireless email usage. The devices and supporting software shall be compliant with DoDD 8100.2. Equipment will not include any of the associated infra-structure such as cell towers or network equipment. Air time will consist of voice and data transmission. Associated software & services will consist of wireless device software such as enterprise wireless handheld server software and handheld device software (such as but not necessarily limited to wireless handheld desktop software, web email client software, FIPS 140-2 certified encryption software for data at rest on the device/transmitted to and from the device, and handheld device virus checking software) as well as wireless management including asset management, spend analysis, usage monitoring and rate plan optimization. Firms responding to this Sources Sought Synopsis shall submit information in accordance with Attachment 1, Wireless Services Strategic Sourcing Program (Small Business Capabilities Identification). Please download a copy of the Small Business Capabilities Identification worksheet and provide your answers in this attachment only. Any information submitted by respondents to this synopsis is strictly voluntary. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request.
