Description
The Space and Missile Systems Center (SMC) MILSATCOM Joint Program Office (MJPO) is conducting market research seeking sources for continuing Systems Engineering and Integration (SE&I) support for MILSATCOM programs, with a current focus on the Advanced Extremely High Frequency (AEHF) and Milstar programs. AEHF is the follow-on to the Milstar protected communication system that augments and improves on Milstar capabilities and expands the MILSATCOM architecture to enable Transformational Communications and Network-Centric Warfare. The envisioned effort will have a 5-year period of performance and shall provide systems engineering for the AEHF and Milstar programs, including ongoing efforts in the areas of development, test, computer simulation/verification, performance analysis, operations analysis, information assurance product development, interface documentation and control, and operational transition planning; shall serve as AEHF Systems Integrator, responsible for the supporting the MJPO in integration of all aspects of the AEHF program, including resolution of technical and schedule issues involving program contractors and stakeholders; shall provide technical support for AEHF International Partner interoperability; and shall provide systems analysis and integration support for the MJPO portfolio to include both current and future systems. As such, the qualified source will demonstrate all of the following SE&I capabilities: (1) A comprehensive understanding of the Milstar system, AEHF requirements for backward compatibility with Milstar, and issues associated with Milstar operations and AEHF that challenge the backward compatibility requirements. (2) Systems Integration experience and expertise with large National Security Space programs, as well as a thorough understanding of all components of the AEHF program, including, but not limited to, AEHF and Milstar satellite, ground control, and mission planning elements, military service terminal programs, AEHF COMSEC/TRANSEC System, interface with the Command and Control System-Consolidated (CCS-C), and launch vehicles, as well as the technical and programmatic interrelationships between these systems, and their impact on end user requirements. The effort will include analysis of system interdependencies, development and delivery of integrated system schedules, technical compliance analyses, analysis of interface control documentation, test planning, test reports, and briefings. The effort will also include the development of a systems integration process description and a risk management framework, and support to end-to-end inter-segment systems engineering, system level requirements allocation and configuration control, systems level verification and validation, and system security engineering. (3) A thorough understanding of the technical interface requirements associated with the AEHF and Milstar payloads; Air Force, Army, and Navy terminals; AEHF and Milstar ground control and mission planning elements; and CCS-C. (4) A thorough understanding of AEHF information assurance requirements, including the key management plan and architecture, key authentication, key distribution, AEHF COMSEC/TRANSEC System products/schedule/issues, cryptographic key management for test assets, and certification and accreditation requirements. (5) Extensive systems engineering experience, knowledge, and background dealing with DoD-specific capabilities in the EHF secure satellite communications field, including system requirements analysis, test and verification, risk management, and system security management. Familiarity and experience working with DoD customers, to include the Air Force Space Command, MJPO, Army, Navy, and Air Force Terminal Program Offices (TPOs), is required to resolve terminal to payload requirements issues. (6) Experience and understanding of US Government foreign disclosure requirements for support to the AEHF International Partners, including redaction of technical documents, processing and coordination of foreign disclosure material. Training in international programs security requirements and international security and technology transfer/control; familiarity with National Disclosure Policy (NDP-1), the Air Force Delegation of Disclosure Authority Letter (DDL), and the International Traffic in Arms Regulations (ITAR); and experience in processing Exemptions to the ITAR and the process of formulating Technical Assistance Agreements (TAAs) between US contractors and foreign governments and their contractors is required. (7) The ability to operate, maintain, and upgrade the existing AEHF MILSATCOM End-to-End Simulation Environment (MEESE) and Milstar MEESE software/hardware tools, software, firmware (technical data packages are available upon request), or the capability to provide an equivalent near real-time Milstar and AEHF end-to-end systems simulation and analysis capability for system-level analyses, system performance evaluations of end-to-end satellite links, adaptive antenna performance, independent verification of system capabilities to provide confidence for sell-off of system communications performance requirements, system anomaly resolution and impact assessment studies, and proof of concept demonstrations for advanced studies and concept development. (8) No real or perceived Organizational Conflict of Interest exists (reference FAR 9.505-1). For purposes of this effort, a real or perceived Organizational Conflict of Interest will exist if any division of the company performing this effort is performing work as the AEHF prime, AEHF COMSEC/TRANSEC System (ACTS program) prime, or major subcontractor to one of these primes. Interested contractors should address potential OCI in their SOC and, if possible, submit mitigation plans with their SOC. A minimum DoD security clearance of Secret is mandatory for all personnel supporting this effort. Interested parties must submit an unclassified Statement of Capability (SOC) by May 2, 2005. Fully qualified sources will provide enough information to demonstrate capabilities in all eight areas listed above. This sources sought is for market research only, seeking qualified prime contractors. A separate Sources Sought synopsis may be issued at a later date for potential subcontracting opportunities. Interested parties shall also state the size of their business. This sources sought is for information and planning purposes only; it does not constitute a Request For Proposal. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of a SOC. The SOC shall not exceed 30 one-sided pages in length.
