Description
The U.S. Fish and Wildlife Services invites you to submit manufacturer's information, which should include off-the-shelf modular building plans to provide two structures - a duplex modular residences and a single modular residence, complete and ready for occupancy with all utilities connected (existing or provided by others), at the Cape May National Wildlife Refuge. The areas of work may be visited by contacting the Refuge Manager - Howard Schlegel at telephone 609-463-1667. (See below for important pre-proposal conference information). This synopsis/solicitation is issued under the guidelines of Federal Acquistion Regulations (FAR), Part 12, Commercial Items Acquistion. Specifications are as follows: DUPLEX UNIT (Three Bedroom, One Full bath, One Half Bath - each unit) A duplex residence will be located on Kimble Beach Road, Cape May Court House, New Jersey. This facility will be approximately 1200SF for each half of the duplex. Each unit will initially be used by the Government as an office for a staff of six. The office will be converted in the future into two residential units. The proposal should therefore include duplex designs that can easily be modified as part of this contract so that there is either a common corridor connecting the two units together or a living space wall that can allow for a large opening between the two units. One of the living rooms will be used for exhibit space with the other living room used for open office floor plan. One of the kitchen areas will be used as a kitchen/break room and the second kitchen will be used as a conference area, include sink and minimal cabinetry. The dining areas will be used for office support functions or additional exhibit space. The three (3) bedrooms in each unit will be used as offices. Provide one full bath (ADA), and one half bath in each unit. SINGLE MODULAR RESIDENTIAL (Two Bedroom, Two Bath) A single modular residence will be located at 12001 Pacific Avenue, Wildwood Crest, New Jersey 08260 in Cape May County. This facility will be approximately 1500 SF. This facility will always be a Visitor Contact Station for a staff of two. The living and dinning room will be used as reception/exhibit area. The two bedrooms will be used as offices. Provide two bathrooms (one ADA). The kitchen will be used as a break room. These facilities must be fully accessible to wheelchairs in accordance with the American With Disabilities Act (ADA). Provide an ADA wheelchair access ramp to each facility. Telephone, network, and cable TV shall be provided in all rooms except the bathrooms with one of each type of jack on at least two walls of every room. The finished exterior grade shall have positive drainage away from the buildings. The grading must achieve a 6" fall in 10 feet from all building walls except the door entrances shall be ADA. All disturbed areas shall be loamed and seeded using the following seed rate and mixture: 4-6lbs/1000 sq. ft. of 33% Kentucky Bluegrass; 33%Hard Fescue; 33% Perennial Ryegrass". B. Architectural Style: Submit proposed floor plans and architectural style for review. C. General Requirements: These facilities shall meet or exceed all applicable Building Official and Code Administrators (BOCA) or the International Building (IBC) codes, National Electric (NEC) codes, National Standard Plumbing Code (NSPC), National Fire Protection Association (NFPA) Life Safety Code, American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) 90.1, Americans with Disability Act Accessibility Guidelines (ADA), and other applicable local codes. D. Provide Required Proposal Information Provide manufacturer's information which thoroughly describes the items and features to be included with the modular residences. Also identify any items or features that would be need to be accomplished by others to provide a complete and ready to occupy residence buildings. THERE WILL BE A PRE-PROPOSAL MEETING ON TUESDAY, MAY 3, 2005, AT 10:00 A.M., AT THE REFUGE HEADQUARTERS. This procurement shall use commercial items acquistion procedures (FAR Part 12) and past performance shall be an element of the evaluation. The NAICS is 233210. All responsible sources may submit all applicable literature, catalogs, floor plans, and price lists, which shall be considered. There will not be a solicitation issued. Please mail your information to the U.S. Fish and Wildlife Service, Contracting and General Services, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Dale E. Aubin, Contracting Officer, no later than May 13, 2005. Evaluation of proposals will be based on a "best value to the government" method. Work will take place between June 2005-September 2005.
