Description
NASA Glenn Research Center plans to issue a Request For Proposals (RFP) using Best Value Selection for A ALTITUDE COMBUSTION STAND (ACS). The work to be performed under this project consists of providing the labor, equipment, and materials to construct the Altitude Combustion Stand. The Base Contract Work consist of the following: The demolition of Building #83, removal of hazardous soils, construction of new structures, infrastructure, systems and equipment; site preparation; relocation and installation of new and refurbished Government Furnished Equipment (GFE); connection of the equipment, infrastructure and systems; and commissioning of systems for a functioning ACS facility. The project is sited in the Cryogenics Service Building (Building #83) area in the Research Combustion Lab (RCL) complex. ACS and support hardware shall includes, but is not limited to the following: a test capsule, water cooled diffuser, spray cooler, multistage ejector system, liquid and gaseous hydrogen fuel systems, liquid and gaseous oxygen systems, gaseous propellant trailer stations, liquid hydrocarbon fuel system, high pressure nitrogen system, hydro-pillar water system and detention tank, high pressure research water system, digital data acquisition system, and the electrical control system. Salvaged components and some new components to be incorporated into the work are located at the NASA West Area gated storage facility on West Area Road. NASA will furnish, install and test the data acquisition system hardware and operating system software, and conduct integrated systems testing. Construction work shall be coordinated and scheduled so that research testing in adjacent facilities is not interrupted. OPTIONS: 1) the hydro-pillar system (elevated water tank) and associated piping and controls, 2) additional electrical work, and 3) contractor support for NASA-conducted integrated systems testing, Research Systems Validation and Acceptance Criteria (RSVAC) testing. The magnitude of the Construction project is estimated at more than $10,000,000.00. A FIXED PRICE CONTRACT is contemplated. This work is considered ?CONSTRUCTION OF BUILDINGS?. The North American Industry Classification System (NAICS) code is 236220 and $28.5 million in three-year average annual receipts. THIS IS AN UNRESTRICTED PROCUREMENT. The Period Of Performance shall be stated in the RFP. All qualified responsible sources may submit an offer which shall be considered by the agency.
