Description
1. Introduction. Thank you for your interest in the Air Force Services Agency?s (AFSVA) Request for Information (RFI). There is no solicitation available at this time. This is not a Request for Proposal (RFP). Any inquiries about or requests for a solicitation will not receive a response. This synopsis is for information and planning purposes only. It does not, in its issuance, restrict the Government as to its ultimate acquisition approach. AFSVA requests information on commercial Web-based Labor Management/Time Clock software. To allow you to provide your response to this RFI, we have included in-depth information about AFSVA?s business processes and detailed information systems requirements at our web site at www.afnafpo.com. 2. Respondents? Replies to RFI. To maintain consistency and equality in this process, vendors are requested to use the structure outlined below for their response. Scope/Description. The Air Force Services Agency (AFSVA) is requesting information from sources capable of providing specific web-based Labor Management/Time Clock software to include PC time clock, real-time reporting, employee self-service and seamless integration capabilities into Oracle 11i E-business Suite for each of the following Morale, Welfare & Recreation (MWR) activities: Aero Clubs Child Development Centers (CDC)/Community Centers/Family Child Care (FCC)/Youth Centers Golf Information Tickets & Tours (ITT)/Leisure Travel Bowling Centers Officer?s and Enlisted Clubs Community Centers Fitness & Sports/Outdoor Recreation/Kennels/Rod & Gun Clubs/Skills Development Veterinary Clinics Lodging Operations Miscellaneous Sales/Service Operations Prospective vendors should include all information and potential cost regarding implementation, field guidance, training and sustainment services needed to support all Air Force Services entities worldwide. Respondents may be commercial firms/businesses or activities of Federal Departments or Agencies. AFSVA reserves the right to request software demonstrations from any prospective vendor. If desired, demonstrations will be scheduled during the remainder of the current calendar year. Prospective vendors: May respond to one, many, or all activity requirements, as appropriate, Should include any hardware/software that augments or enhances their products? performance or utility as separate items in their proposal, Should understand that replies consisting of software yet to be developed (e.g., ?Vaporware?) will not be accepted, and Should understand that replies consisting of DOS, Macintosh or UNIX-based software products will not be accepted. 4. Background Information. AFSVA?s mission is to help field commanders increase combat capability and improve programs promoting readiness, esprit de corps, and quality of life for Air Force personnel and their dependants. This mission is accomplished through excellence in core competencies, focused innovation, and systematic delivery of products and services to meet the Air Force?s constantly changing needs. AFSVA offers a full range of military and community support programs at most major AF installations. AFSVA is a globally distributed major business operation that can be compared to a Fortune 500 commercial company. $1.2 billion revenue yearly $5.2 million in cash moved daily through the banking system Ranked 87th in size among food businesses for dining operations Top 25 in the hospitality industry for lodging operations Provides services to 166,000 family members (50,000 in child development centers, 70,000 in youth programs, and 46,000 in community centers) Employs over 25,000 personnel worldwide 5. Common Activity Requirements. All prospective software should meet each the following common requirements (if applicable): System Requirements: To be centrally hosted and managed at AFSVA Headquarters, San Antonio, TX. Capable of managed and/or automated software updates. Web-based software product over a Wide Area Network (WAN). And/or a KIOSK with capability to connect to WAN via Internet Protocol (IP) Able to connect Biometric devices (palm, finger, or retina) for verification during clocking in/out connected to a PC via USB or Serial connection. Capable of utilizing the following Air Force Standard IT technologies: o Internet Protocol (IP) o Extensible Markup Language (XML) o Universal Resource Locator (URL) o Web Browser (HTTP/HTTPS/HTML supported) Able to create, format, and transmit a bi-weekly file interface (Time and Attendance in XML file format) to the AFSVA Oracle 11i E-Business Suite either manually or automatically during bi-weekly processing. * Contents of interface file should be: MAJCOM Location (Base Code) NAFI Fund Code Program Cost Center G/L Account Inter-Company Balancing (Future Use) Employee Name Employee Number NAFI/Location Cost Center Social Security Number Type Class Workweek Overtime Default Shift Sunday Premium Days Worked Leave in Overtime Night/Shift Differential Employee Availability Activity Specific Profit Centers Activity Specific Job Definitions Payroll Parameters o Annual Leave o Sick Leave o Leave Without Pay o Management Hours o Gratuities o Service Charges o Cash Tips Holidays Record retention/purge capabilities Software database is relational or ODBC compliant. Application allows editing capability and electronic signature Workstation requirements, if any, meet or exceed the minimum requirements set by the Air Force. (See Appendix A) Capable of role-based or individual security setup. Laser, dot matrix, and/or thermal printer compatible. Able to provide users with reporting capability and export reports to MS Excel, MS Access formats. Capable of automated backup and recovery procedures in the event loss of Internet connectivity. DoD Public Key Infrastructure (PKI) X-509 certificate compliant. System must have capability of recording time and attendance information from multiple time zones worldwide and interfacing that data into the Oracle 11i E-business Suite Enhancement. Reporting Requirements: Able to produce*: o Daily Detailed Labor o Labor Distribution Detail Summary o Schedules Posting Worksheet Individual Overtime o Exceptions No Hours New Hires Break Exception Hours Exception o Tardy-Absent o Overtime Alert Potential Actual o Payroll Detail and Summary o Labor Cost o Time & Attendance Able to present reports as: o Graphs o Trend Analysis o Standard spreadsheet Support Requirements: Online support for client application (e.g., HELP) Guaranteed four-hour response time 24 hour, 7 days A 1-800 support line for customer support worldwide Capable of remotely supporting application and database Estimated Costs: Produce licensing procedures and costs per license Estimated hardware costs, if any to include any Biometric devices that can be integrated with the application if part of integrated solution Third party hardware or software costs, if any to include operating system for the hardware platform. Projected annual costs of maintenance or upgrades Implementation Costs (e.g., travel, training, etc.) Other costs not specified 7. RFI Questions and Comments.
