Description

This announcement serves as a notice of intent to solicit and negotiate with only one source under the authority of FAR Part 6.302-1(b)(1)(i). The government intends to negotiate and award to Resource Management Associates, Inc. for the development of Version 2.0 of the Land Atmosphere Water Simulator (LAWS) software. LAWS is an integrated, flexible, and scalable suite of tools used to efficiently develop and compare alternative water management strategies with either historical or forecasted water supply conditions. The LAWS provides users with the capability to evaluate alternative water management strategies based on multiple factors that include: delivery priorities; reservoir and conveyance infrastructure; irrigation system characteristics; crop types; soil moisture management practices, and groundwater and drain water recycling. This is a simplified acquisition with an estimated value of less than $100,000.00. This notice will be the only official notice prior to award of the purchase order. The anticipated award date is May 31, 2005. Inquiries and concerns must be addressed in writing to the Contract Specialist at the U. S. Bureau of Reclamation, 2800 Cottage Way, Attn: 3838, Sacramento, CA 95825. Inquiries shall be received by May 2, 2005.
