Description

This requirement will be procured in accordance with FAR Part 12, Acquisition of Commercial Items, using Part 12.6 Streamlined Procedures for Evaluating and Solicitation for Commercial Items (Best Value), an award or awards will be made in accordance with FAR Part 13, Simplified Acquisition Procedures, selecting the offer that is most advantageous to the Government based on the factors which will be contained in the solicitation, Technical factors will be more important than price. The U.S. Fish and Wildlife (FWS) intends to issue a Request for Proposal (RFP) for furnishing and delivering "closed formula fish feed diet" to various fish hatcheries located in Arkansas, Florida, Georgia, Kentucky, North Carolina, South Carolina and Tennessee. This procurement is 100 percent set-aside for small business concerns. NAICS Code: 311119, Size Standard: 500 employees. Tentative issue date is April 28, 2005; estimated quantities will be shown in the RFP. Actual quantities will be purchased by issuance of delivery order against the contract. The contract period will be one year from date of award. Date of award is estimated to be on or about June 1, 2005. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Proposals and Purchase Orders. You must register in CCR by the closing date of the RFP at Web Site http://www.ccr.gov. If you have any registration questions, please call 1(888)-227-2423. Prior to registering, each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view quotes on line at either http://www.fedbizopps.gov. This will be your only means of obtaining the RFP/Award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This Request for Proposal will be issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendment and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. Telephone requests will not be accepted.
