Description
GENERAL: The National Park Service, Department of Interior (DOI), is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. PROPOSED ISSUE DATE: April 28, 2005 TITLE OF PROJECT: Decommissioning, Demolition, Piling Installation DESCRIPTION: The work of this contract consists of: A. Four discreet components, including the demolition of the existing facilities on administrative land owned by the National Park Service in Kotzebue, Alaska; preparation of the finish subgrade of a site designated for the proposed Northwest Arctic Heritage Center and a site designated for a new Maintenance Building in Kotzebue; installation of new water, sewer, and storm culvert pipe on both sites; and installation of thermosyphon piling per proposed building foundation design for both facilities. B. Deconstruction and Demolition: The work comprises removal of existing structures on the site designated for the proposed Northwest Arctic Heritage Center. The existing multi-purpose facility has building materials within the structure that, providing they meet qualitative standards, will be reused/recycled. Materials not accepted for this purpose are to be properly disposed by the Contractor. Appropriate disposal within the community may include salvage for re-sale or disbursement to interested parties to encourage sustainable practices. C. Earthwork, Grading, and Drainage: The existing site designated for the proposed Northwest Arctic Heritage Center has extensive drainage deficiencies. As a requirement to successfully install new piles, earthwork, grading and drainage will have to be completed in order to protect the permafrost soils from ponding in and around the building foundation system, including installation of culverts. D. Utility Extension: The water and sewer service for the Northwest Arctic Heritage Center site shall be stubbed in from Second Avenue prior to a city street paving project scheduled for 2006. The water service for the Maintenance Building site shall be stubbed in from Fifth Avenue and the sewer service shall be extended and stubbed in from an existing lift station manhole on site. E. Piling Installation: The final scope of this work is the installation of Government-provided steel piles for both the Northwest Arctic Heritage Center site and Maintenance Building site. Installation includes successful start-up the thermosyphon system in order to re-freeze the disturbed ground prior to applying loads during the future phase of building construction by other contractors. TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. ESTIMATED PRICE RANGE: Between $1,000,000 and $5,000,000. TIME FOR COMPLETION: All work shall be completed by January 13, 2006. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. Competition is limited geographically to the Alaska Small Business Administration District servicing area. All 8(a) certified firms serviced by the Alaska District Office and all 8(a) certified firms with a bonafide place of business in the Alaska District Office servicing area are deemed eligible to submit offers. All responsible 8(a) sources, meeting the geographic limitation, may submit an offer that will be considered.
