Description
Marine Corps Logistics Command will release a solicitation for nondevelopmental camouflage netting to be tested under the Foreign Comparative Testing FCT program. The anticipated release date for the solicitation is approximately June 1, 2005. FCT is a DoD Test and Evaluation T&E program, prescribed by 10 U.S.C 2350a(g) and centrally managed by the Under Secretary of Defense for Acquisition. It provides funding for U.S. T&E of selected equipment items and technologies developed by allied or friendly countries when such items or technologies are identified as having good potential to satisfy valid DoD requirements. The purpose of this effort is to determine if there is reversible camouflage screening netting available that has infra-red IR suppressing, near IR suppressing, radar defeating and radar transparent capabilities. The screening netting shall be reversible with woodland camouflage on one side and desert camouflage on the other. The maximum weight for th! e screening netting is 7.65 ounces per square yard. Each responsive candidate will be tested against the standard Ultra Lightweight Camouflage Net System ULCNS currently in use. The physical configurations hex and rhombic shall consist of camouflage screens, repair kit, operator maintenance manual, a support system set consisting of ground stakes, support poles, shape disrupters, and storage transportation containers. For planning purposes, offerors will be required to deliver 12 product samples along with their written proposals on or around July 1, 2005. All responsible parties may submit a proposal and product samples; however, it is requested that only one proposal per foreign competitor or any of their subsidiaries be submitted. All offerors must be registered in the Central Contractor Registration CCR. The solicitation for the procurement will be posted on the NECO website www.neco.navy.mil and Federal Business Opportunities www.fedbizopps.gov. All specific re! quirements for this procurement will be within the solicitation. Potential foreign offerors are requested to identify any requirements peculiar to shipment from overseas.
