- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with Avcon Industries, Inc., 516 N. Oliver P. O. Box 748 Newton, Kansas 67114 for an aerial photography window without anti-reflective coating. This is a replacement of the original optical window on the NOAA Citation. The NOAA Citation is equipped with a window in the fuselage of the aircraft, which isolates the sensors from the exterior environment of the aircraft and provides a means to pressurize the aircraft to the nominal atmospheric pressure from ground level up to an altitude of 41,000 feet while in flight. The optical window also provides structural support. The optical window in the Citation is a 4 cm thick glass plate of crown glass, known as BK7. The glass is of uniform density and is specially manufactured so that the major surfaces are ground flat and parallel to one another. The optical window is mounted on a rubber gasket in a frame, which prevents side-to-side movement but does not constrain vertical movement. The mounting arrangement and glass thickness prevent the glass from breaking under pressure. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with Avcon Industries, Inc. under the authority of 41 USC 253 (c) (1), responsible sources may submit a response, which, if timely received will be considered by NOAA.
