Description
Mobile District intends to negotiate on a sole source basis with Southern Linc, 5555 Glenridge Connector, Suite 500, Atlanta, GA 30342. This is to provide equipment, radio/cell phone, with airtime service for the Mobile District Corps of Engineers. The service area consists of remote locations, such as, Parks and Locks and Dams throughout Alabama, Mississippi, Georgia and Florida. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate wit h only one source under authority of FAR 6.302. The Southern Company (Alabama Power) has existing Towers throughout the Southeast. An in-house study indicated that the use of these radios with Southern Linc Towers provided better coverage to the remote lo cations for Park Rangers and Locks and Dams and the U. S. Corps of Engineers Field Offices locations in Alabama, Mississippi, Georgia and Florida. To disrupt service with Southern Company would impact the Corps by losing service in remote locations, and i nvestments in equipment and installation costs for car kits, base stations, repeaters and compatibility problems with current equipment, which would need to be replaced if another vendor were selected. Interested persons may identity their interest and c apability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 14 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation may be viewed on internet site: http://www.sam.usace.army.mil/ct , RFP W91278-05-R-0046, NAICS is 517212, with a size standard of 1500 employees. Requirements include approximately 15,000 minutes of ai rtime per month for the district for a period of one year. Service and any additional equipment used must be compatible with and provide the same or equal features to the equipment. Radio/phones will keep current telephone numbers. Service/maintenance c all response required within 24 hours. On-site service will be required for some equipment. (Mobile Radios on vehicles and vessels and repeater installations). Equipment includes approximately 448 Motorola iDEN radio/phones plus accessories and ten IDEN compatible repeaters. Sixty units installed with car kits. Additional mobile radios are installed in vehicles of District Engineers and Corps owned vessels. Radios shall have cell phone capabilities. Other services required include data, Internet acce ss, pager, cross fleet and group-talk capabilities. Cross Fleet Push-to-talk must be compatible with local law-enforcement offices at existing or better level at the sites listed below. Billing will be both paper and electronic, with transition to total electronic billing acceptable. Locations are: entire State of Alabama, Georgia, panhandle of Florida through Panama City and eastern portion of Mississippi.
