- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? NAVSEA, Indian Head has a requirement for a competitive 8(a) contract underthe small business administration program (SBA) for development, manufacturing, and technical support of training systems/training devices. This will be a single award. This requirement will result in the award of a cost plus fixed fee, indefinite delivery, indefinite quantity type contract, with a period of performance of one year from the date of contract award and four, one year options. Task Orders wil be placed on the contract to identify specific work to be performed in accordance with the requirements stated in the statement of work. Delivery Schedule is determined in each individual task order. Award shall be based on "Best Value? to the Government. The Government will evaluate the capability of offerors. The Government will evaluate their capability on the basis of: (1) Technical, (2) Past Performance, and (3) Cost. The small business sized (NAICS) 333319 for this procurement with 500 emp! loyee?s and Federal Supply Class is 6910. This solicitation will be available for downloading from our website beginning approximately 16 May 2005. Prior to this date, you will not be able to access this solicitation. When available, copies of this solicitation can only be obtained from the Navsea, Indian Head Internet web page. To Register for this solicitation, you must email the following information directly to Kay V Proctor at kay.proctor@navy.mil. Solicitation number (in subject line of your email); name of the requestor; Organization name, address, telephone and fax number; and your email address. Use your email read notification feature to confirm the Contract Specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the Navsea, Indian Head Contracts Division website for current status of solicitations and amendments. Once the solicitat! ion has been issued on the internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading off the internet. Copies of issued solicitations can only be obtained by downloading them from the Navsea, Indian Head Contracts Division website at http:// www.ih.navy.mil/contracts (" copies of solicitations will not be e-mailed, faxed, mailed, or provided in person, these types of requests WILL NOT BE ACKNOWLEDGED"). Note: All offerors will be ineligible for award unless they have registered in DoD's Central Contractor Registration database.
