Description
COMPUTER PROGRAMMING SERVICES, CUSTOM / WEB PAGE DESIGN SERVICES CUSTOM The FISC Norfolk, Philadelphia Division intends to acquire through competitive, small business set-aside procurement, development and implementation of an Internet Web-based, Department of Navy Criminal Justice Information System (DONCJIS) on behalf of the Naval Criminal Investigative Service (NCIS), representing the interests of the U.S. Navy (USN) and U.S. Marine Corps (USMC) Law Enforcement, Corrections, Judge Advocate General (JAG) judicial components, and the Defense Incident Based Reporting System (DIBRS) Component Responsible Officials (CRO). This is a requirement for a contractor to provide full life cycle software development services (requirements analysis, project management and planning, design, development, testing, documentation and training, implementation, and post-implementation support) for a new Criminal Incident and Case Management System. The Department of the Navy Criminal Justice Information System (DONCJIS) is an evolutionary next step in the modernization of the Consolidated Law Enforcement Operations Center (CLEOC) and will serve as the Navy?s cradle-to-grave law enforcement information system by incorporating data on criminal investigations and their associated legal proceedings and correctional records. The primary objective for DONCJIS is to provide a web-based interface for data entry of criminal incident and case data; incorporate business processes and workflow requirements from the law enforcement, investigative, judicial, and corrections user community; enhance the existing systems for US Navy and Marine Corps Law Enforcement, JAG, and Corrections users; provide full data processing and case tracking capabilities from incident to corrections; include in-depth reporting capabilities, data extracts, and statistical analysis of criminal data; and solve limited network bandwidth problems for users who connect to the system via dial-up connections. The contractor will be evaluated at Capability Maturity Model Integration (CMMI) Level 2 or higher and will have to design the system to be interoperable with the Navy-Marine Corps Intranet (NMCI) environment and to conform to other existing Navy software and system architecture to be identified in the RFP. The contractor will need a familiarity with criminal justice systems, especially those of the Navy and Marine Corps, in addition to the web and computer technical expertise. This requirement will also include 24/7 Help Desk Support for DONCJIS. The contractor shall perform development work in close association with cognizant NCIS personnel at either the Washington Navy Yard or local contractor facilities; after the development of the prototype, training will be held at NCIS CONUS and OCONUS sites. Contractor personnel are required to have a minimum-security clearance of DoD ?SECRET? and are subject to an NCIS background investigation to determine suitability for access to criminal investigative data pursuant to Department of Justice regulations. This requirement will be evaluated on a best value basis and offerors will be expected to submit both cost / price and technical proposals for the consideration of the Government. This requirement has been set aside for small businesses. All qualified small businesses are encouraged to submit proposals for consideration of the Government. A cost plus fixed fee contract is anticipated to result from the solicitation with some fixed price items in the out-years. It is anticipated that an initial proof of concept installation will be required with up to five option years in which full implementation of the DONCJIS will be accomplished if all options are exercised. All contractors must be registered in the Central Contractor Registration system. THE RFP N00140-05-R-1517 WILL BE POSTED ON THE NECO WEBSITE AT WWW.NECO.NAVY.MIL NO EARLIER THAN 4 MAY 2005.
