Description
*PLEASE NOTE, THE SOLICITATION NUMBER HAS BEEN CHANGED TO N00406-05-R-5120* The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard (PSNS), is soliciting for a firm fixed price service type contract to increase the capacity of two existing 60-ton portal cranes to 85 tons. The awardee of the contract will be required to remove both cranes from PSNS and transport them to the facility where the overhaul will be completed. Required modifications to the cranes include, but are not limited to: procure structural gage spacers, gage change from 20? to 30?, procure a 40? boom extension, lengthen boom by 40?, install additional counterweight, boom structural modifications (per the performance work statement), remove and install new main hoist bull and pinion gear (provided as GFP), install new main hoist pinion shaft, install new whip wire rope, modify travel trucks/rail sweeps to ?shorten? crane, modify electrical systems to support above changes, clean and repaint entire crane exterior, various routine maintenance items (per the performance work statement), operational testing, and ultimately deliver both cranes (FOB Destination) to Delta Pier at Intermediate Maintenance Facility Bangor (NSB Bangor) Silverdale, WA. Contractor will also take possession of the two 85-ton Liebherr cranes currently located there and remove them. All services will be based on requirements set forth in the performance work statement in the solicitation. Delivery of the uprated cranes is required by 1 July 2006. The solicitation will be issued under full and open competition procedures on 14 April 2005 with a closing date of 31 May 2005. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to joshua.c.carter@navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 14 April 2005. No bidder list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your proposal nonresponsive and result in rejection of the same. To be procured using procedures in accordance with FAR Part 15. Offers will be evaluated on the basis of best value to the Government, that is, selection of the contractor is to be based on other than the lowest priced, technically acceptable offer. Award will be made to the technically acceptable offer, which provides the best value to the Government, technical capability, past performance, and price considered. Electronic submission of proposals is not available at this time.
