- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-05-00066 is issued as a Request for Quotation. This acquisition is a 100% small business set-aside. The NAICS code is 334516. The size standard is 500 employees. The government's specifications for the Stream Sterilizer are as follows: Steam sterilizer for use in a BSL2 laboratory (please note that options to upgrade the steam sterilizer for use in a BSL3 lab are not necessary). Sterilizer will be free standing (and therefore come with stand and/or legs if necessary), with stainless steel chamber, with digital and/or analog controls. The sterilizer shall: 1) Have a minimum chamber size of 24" X 24" X 24". This size is minimum, chamber may be rectangular or cubicle. 2) Include a steam generator. Laboratory facilities have tap, distilled, de-ionized water, and gas lines. The lab does NOT have a dedicated steam line. 3) Be fabricated of all new parts free from defects. 4) Meet Environmental Laboratory Accredidation Program (ELAP) Microbiology Laboratory Checklist quality control tests for steam sterilizers/autoclaves (or equivalent standards). 5) Be able to sterilize glassware, lab equipment, and microbial growth media used in research on Cryptosporidium sp., Giardia sp., algae, and Bacillus anthracis in water. The supplier shall: 1) Provide all schematics, manuals, preventive maintenance instructions for the steam sterilizer. 2) Include an industry standard warranty (starting after installation by the government and acceptance). The warranty shall cover all costs of shipping parts, labor, and travel required to correct warranty issues. 3) Demonstrate acceptable performance on the unit installed based on specifications listed above. All Items shall be delivered to the U.S. EPA Shipping and Receiving, 26 W. Martin Luther King Drive, Cincinnati, OH 45220 F.O.B. point shall be destination. Price quotes shall include any shipping charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
