Description
Repairs and Alteration, U. S. Port of Entry, Fabens, Texas The General Services Administration (GSA) announces an opportunity for public construction and is soliciting interest from qualified small business general contractors. In general, the contractor shall provide all labor and materials as required to complete the following work: sitework selective demolition including modular building demolition, sitework demolition and new sitework; concrete slab for new modular building; metal stairs and miscellaneous metal fabrications; 4000 sf new modular building. Four options to include: 1. Complete the addition of the public toilet room and corridor in Building ?A.? 2. Provide and install new 125KW 240/120V 1 Phase, 3 W Diesel Generator and 600 amp transfer switch. 3. Complete the renovation of Building ?A? excluding the items from Option No. 1. 4. Complete parking lot. Contractors MUST contact the Contracting Officer to obtain the document that must be submitted for a security clearance in order to obtain access to the construction documents. The construction documents will be available on the Internet. GSA will not provide copies of the construction documents. Send an e-mail to the Contracting Officer at the following address: barbara.varley@gsa.gov and request a document for security clearance. The Estimated Construction Cost at Award for the project is between $450,000 to $650,000. The Request for Proposal is scheduled to be issued on or about May 9, 2005. A Pre-proposal conference and site visit is tentatively scheduled to be held May 25, 2005 in El Paso and Fabens, Texas to tour the site and to answer questions offerors may have concerning the price and technical evaluation criteria. Meeting will be detailed in the solicitation package. Attendance at the Pre-proposal conference is encouraged but is not mandatory. GSA intends to contract for complete construction services with a small business construction contractor that offers the best overall value to the Government based on their proposal in accordance with FAR Part 15 Source Selection procedures in conjunction with the Best Value/Trade-off process. The Government will award a Firm Fixed-Price contract based on a final negotiated or accepted price to the contractor that offers the best overall value to the Government. The technical evaluation factors are as follows: 1. Past Experience and Performance of the Firm on Comparable Projects. 2. Past Experience and Performance of the Supervisor on Comparable Projects. Proposal requirements will be detailed in the solicitation documents.
