- NASA/LaRC has a requirement to conduct the verification, validation and accredition of a Best Practices for Computational Fluid Dynamics (CFD) Expert System under the existing NASA Contract NAS1-03053. This contract was awarded as a Small Business Innovative Research (SBIR) Phase III contract for the continuation of the implementation and testing of a knowledge based tool for best practices for a CFD System. NASA/LaRC intends to issue a contract modification on a sole source basis to Nielsen Engineering and Research, Inc. (NEAR) to conduct the verification, validation and accreditation of a Best Practices CFD Expert System. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source." Nielsen Engineering and Research, Inc. was competitively award Phase I and Phase II SBIR contracts for the design, implementation and testing of a knowledge based tool for best practices for a CFD System. The CFD Best Practices Expert System is proprietary to Nielsen Engineering and Research, Inc., and is not available from any other source. Nielsen Engineering and Research, Inc. has a unique knowledge of the CFD Best Practices Expert System, which is essential to the success of this project. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See NASA Specific Note "B". Also see Note 22.
