- Description
- The USDA, Natural Resources Conservation Service intends to award a one-year Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A&E) services contract for complete rehabilitation planning of aging flood control and grade stabilization dams within the state of Nebraska. The contract will include one base year and an option for two additional years. The price of any single task order shall be at least $5,000 but shall not exceed $350,000. The maximum order amount for each contract period (base year and each option year) shall be $500,000. The guaranteed minimum order shall be $5,000 for the basic period only. There shall be no guaranteed minimum for the option periods, if exercised. Each task order shall require the contractor to perform rehabilitation planning consistent of, but is not limited to, any part or all, of the following activities: 1) assembling an experienced interdisciplinary team of specialists necessary to develop a Supplemental Watershed Plan including the environmental, economic and social analysis; 2) assembling appropriate technical specialists to develop an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) as required by project planning, 3) completing topographic and structural surveys, geotechnical investigations, and engineering designs for various flood prevention and grade stabilization structures; and 3) supervision of the construction or rehabilitation of project structures. Project Work Plans shall be developed in accordance with all applicable NRCS policy and criteria, which can be found at the following web-sites: USDA-NRCS, National Watershed Manual- http://www.ftw.nrcs.gov/pl566/WSM.html; Economic & Environmental Principles and Guidelines for Water and Related Land Resources Implementation Studies – http://waterhome.brc.tamus.edu/NRCSdata/tech.html; National Environmental Policy Act; and the National Historic Preservation Act. The firm will furnish all equipment, personnel and materials to perform the tasks. The typical project could require knowledge and experience in planning, surveying, engineering, designing, investigating geologic conditions, completing economic analysis and project related biological, cultural resource and environmental conditions surveys. The firm will conduct planning studies, formulate and evaluate alternatives. The firm will conduct planning studies, formulate and evaluate alternatives and complete project planning activities that may include: initiate planning with local sponsor, conduct public meetings, identify problems and concerns, conduct resource inventories, formulate and evaluate alternative solutions, and prepare the Supplemental Watershed Plan EA/EIS for technical review by NRCS and sponsors. Engineering activities may include preparing planning designs for earth embankments, roller compacted concrete structures, earthwork, reinforced concrete structures, automated and manual water control gates, rock riprap placement, timber structures, steel structures and structural fabrication, timber, steel and concrete piling, sheet piling and channel bank stabilization measures. The firm will be required to perform engineering surveys and engineering design activities in accordance with NRCS standards and certify that all surveys and designs meet NRCS standards. The firm will be required to interpret geotechnical reports and accurately apply the data to the planning of the project measures. The majority of engineering work will be civil in nature and be limited to that necessary to make planning and design decisions. All drawings will be computer generated in *.dwg or *.pro format. PRESELECTION CRITERIA: 1) Demonstrate sufficient capacity and experience in-house, or have ability to access in timely fashion for duration of the contract, the necessary professional expertise to conduct planning activities in accordance with procedures established in P&G and the NRCS documentation cited previously. (2) Complete required environmental, cultural resource, and sociological evaluations in accordance with NEPA, ESA, and NHPA documentation. (3) Be able to complete all necessary geotechnical investigations, analysis, and reporting, including erosion studies and sediment evaluations. (4) Have a minimum of two engineers employed on a full time basis. At least one engineer employed on a full time basis must be a Registered Professional Engineer in the state of Nebraska and have a minimum of ten years of experience in engineering designs of flood prevention and grade stabilization projects. (5) Associated with or have a minimum of one surveyor with a minimum of ten years experience in engineering surveys for water resource projects. (6) Associated with or have a minimum of two draftspersons employed on a full time basis, one with a minimum of five years CAD experience and the other with a minimum of one year experience. SELECTION CRITERIA: Firms meeting the preselection criteria will be evaluated and ranked using the following selection criteria: (1) Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in preparing project plans in accordance with P&G and NEPA requirements; and, performing engineering surveys and designs of the types of projects described. Consideration will be given to those firms with knowledge of and direct experience in the application of the described requirements in flood prevention and grade stabilization projects in Nebraska. Examples of work shall be documented for review, as well as a description of the type work performed on SF-254’s and SF-255’s. These work descriptions will be evaluated based on documented complexity of work performed. (2) Professional qualifications necessary for satisfactory performance. Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the requirements above, their availability to perform work on this contract, and specialized education at the university level, and all other applicable education, training, and certifications. (3) Capacity to accomplish the work. Evaluation will be based upon the number of personnel available in the disciplines described above, previous working relationships of team members, the quantity of existing work under contract, and the schedules for completion of the existing work. (4) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm’s past experience with other government agencies and the private sector in performing the requirements described, and the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. The above evaluation factors are ranked as follows: Factor (1) is considered most important and has a ranking weight of 40%. Factors (2), (3), and (4) are all considered equally important and are ranked at a weight of 20% each. This gives a total ranking weight of 100%. Firms which meet the requirements described in this announcement are invited to submit 4 copies of Standard Form 254, Architect Engineer and Related Services Questionnaire; and 4 copies of Standard Form 255, Architect Engineer and Related Services Questionnaire for a Specific Project. Interested firms must submit their SF-254’s and SF-255’s not later than August 4, 2003, 2 p.m. CST to the attention of the Contracting Officer. Only those firms responding by that time will be considered for selection. After an initial evaluation, which takes approximately 30 days, the two most highly rated firms will be selected.
