Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) seeks the services of qualified architectural and engineering (A&E) firms to provide design, inspection and checkout services for various practices located in Santa Barbara, San Luis Obispo, Santa Cruz, San Mateo, and Santa Clara Counties, California. Applicants may propose to do work in one or more of these geographic areas identified. This procurement will be evaluated using Brooks Act procedures. Engineering practices will be designed in accordance with NRCS practice standards and specifications. These standards and practices are found at http://www.nrcs.usda.gov/technical/efotg/. Typically the project areas will be privately owned farm or range land. NRCS expects to award from 1 to 5 firm fixed-price contracts based on proposals submitted. Practices include, but may not be limited to: Grade Stabilization Structures, No. 410; Ponds, No. 378 (includes one Pond with state-sized dam rehabilitation); Structures for Water Control, No. 587; Underground Outlet, No. 620; sediment basin, No. 350; Pipelines, No. 516; pumping plant, No. 533; Spring Developments, No. 574; Watering Facilities, No. 614; Irrigation Water Conveyance, No. 430 DD; Lined Waterway or Outlet, No. 468; ; and Irrigation Storage Reservoir, No. 436. A&E firms interested in providing these services are to submit three copies of completed form SF-330 to the Contracting Officer at the address shown in this announcement by 3:30 p.m., local time, June 6, 2005, as well as any information that will assist with evaluation on selection criteria. Firms will identify the geographical areas of California for which they are interested in providing services. Firms must have a registered professional engineer with a valid California Civil Engineer License. This solicitation is being solicited unrestricted. The NAICS Code for this procurement is 541330, and the small business size standard is $4.0 million. Firms will be evaluated and ranked using the following selection criteria listed in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (3) Capacity to accomplish the work in the required time (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project
