Description
The Delegation of Norway to NATO has announced that the Norwegian Defence Material Agency (NDMA) plans to release a Notification of Intent (NOI) to invite interested firms to bid for the procurement of a new maritime communication system, known as the NATO Maritime Broadcast and Ship-Shore (BRASS) system. This project will be funded by both the NATO Security Investment Program and the Norwegian Ministry of Defense (MoD) with an estimated cost of 3.2 million Euros (over $4.1 million USD). SCOPE OF PROJECT This new maritime communication system will include a radio remote supervisory and control system, a message processing system, communication interfaces and equipment, voice management and system management. The scope of this contract intends to provide Norway with a BRASS compliant Low and High Frequency (HF) radio communication system (and possible MF and UHF), and upgrade the former CROSSFOX radio sites to BRASS standard. In addition, the contract shall cover installation, works, spares, configuration, testing, documentation, codification, tools and equipment, training, warranty and other services as specified. All items to be provided should preferably be Commercial off the shelf. This contract includes the installation of the system in two Radio Centers and approximately 40 Radio Sites. The Radio Center is the primary communication instrument for maritime operations and provides the facility required for command and control of maritime forces; timely, accurate, reliable communication and exchange of information is required. The Radio Sites are unmanned and scattered all over Norway, and each consists of one (1) to many radios. In each Radio Center an Automated Control and Management System will support routing, screening and vetting of individual messages; circuits and key stream management; system management and control; and voice management and remote supervisory and control of Radio Sites. The system must be designed to meet the requirements in relevant NATO Stanags, ACPs and other standards. Norway intends to use the national IP network to provide the communication services. REFERENCE INFORMATION This procurement (reference SACT/SHAPE CP 9B3012/5A0006, Serial 9CM80809-0) will follow the basic one-step/one envelope procedure referred to in the NATO Procedures for International Competitive Bidding as laid down in NATO document AC/4-D/2261 (1996 Edition) dated 12th January 1996. The evaluation of the bids will be accomplished in accordance with the NATO document AC/4-D/2261(1996 Edition). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is IFB No. NDMA/2005/007/evt and all correspondence in relation to this subject procurement shall refer to this reference. The comparable U.S. Department of Commerce classification will be IFIB-NORWAY-NDMA-2005-007-EVT. The IFIB/IFB will be issued on a CD-ROM containing PDF and Microsoft Office data formats. Potential Bidders, which require a paper based hardcopy version of the IFIB/IFB in addition to the CD-version, must notify the NDMA Purchasing Branch specifically upon response to this Notification.
