Description

The National Park Service plans to solicit proposals to replace the Lifeboat Station Marine Railway (a historic marine timber pier) at Point Reyes National Seashore in Marin County, California. The railway was constructed in 1927 and is a National Historic Landmark. It is approximately 257 feet in length. Construction activities include demolition and removal of the old structure from bent 7 (start of pier) to bent 27 (end of pier), driving new timber piles, constructing a new wooden deck, and replacing in kind a 3-rail track system similar to the historic system. Proposals should include all necessary expertise, labor, materials, equipment, and tools necessary to safely conduct this project to a successful conclusion. Award may be made without discussions; therefore the initial proposal should contain the offeror's best terms for all items from a cost or price and technical standpoint. Award selection will be based on quality (past performance, experience with other marine piers, and qualifications of key personnel) and price. The estimated price range is between $1,000,000 and $5,000,000. The construction period is restricted and will last from approximately July 15 to December 15, 2005. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about May 10, 2005 at either http://www.fedbizopps.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after issuance. The contractor will be responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is unrestricted pursuant to Public Law 100-656. All responsible sources may submit a proposal which, if timely received, will be considered.
