- This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR SUBPART 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00167-05-Q-0538 applies and is issued as a request for quotation (RFQ). The Small Business Set-aside for this RFQ has been dissolved. The proposed contract action is being solicited on a sole-source basis to GENERAL DYNAMICS C4 SYSTEMS; SCOTTSDALE, AZ. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The In-Line Network Encryptors must be compatible with the current network design that utilize the In-Line Network Encry! ptors developed and distributed by General Dynamics C4 systems.The NSWCCD Signature Processing branch maintains the classified internal network at NSWCCD. The internal network utilizes the NSWCCD Wide Area Network to communicate to its satellite sites. An In-Line Network Encryptor is used to communicate secure data over public lines. The data transferred will be classified and sensitive in its nature. The NSWCCD classified network uses a KG-235 to digital encryptor that is manufactured by General Dynamics C4 systems. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 as well as DCN 20041215. The North American Industry Classification System (NAICS) Code is 334290 and the business size standard is 750 employees. This requirement is as follows: CLIN 0001 - 3EA ? IN-LINE NETWORK ENCRYPTOR WITH 3 YEAR HARDWARE WARRANTY AND 3 YEAR SOFTWARE MAINTENANCE AGREEMENT (SMA) ON SOFTWARE. (PN-3DGK1207XA). CLI! N 0002 ? 3EA ? 2-YEAR EXTENDED WARRANTY FOR SECTERA INE (KG-235) ENCRYPTORS, 2-YEAR SMA FOR APPLICATION, CM5000 SOFTWARE AND GDC4S HELP DESK SUPPORT (PN-INEEXWTY ). Delivery is required F.O.B.Destination and 45 DAYS ARO. Final inspection will be at NSWCCD, Carderock MD 20817. Selection for award will be based on the offeror providing the quote with the lowest price that is technically acceptable. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
